Job description

PURPOSE OF THE ROLE:

Assist with all aspects of Engineering Access Planning to ensure the safe, efficient, and cost-effective planning of Siemens engineering access. Produce safe and effective SSOW plans in accordance with project timescales and industry standards. Manage resources including quality, safety, time, costs, people, materials, and tools/equipment for the task. This role is crucial in developing and delivering robust SSOW plans and involves close liaison with internal and external stakeholders, including Construction, Engineering, Projects staff, and Network Rail.

AREAS OF RESPONSIBILITY / TASKS
• Responsible for producing project Safe System of Work Packs on time and within budget.
• Promote a genuine safety culture aimed at zero accidents/incidents.
• Plan safe systems of work for nominated projects, applying appropriate safety and performance measures within required timescales.
• Maintain accurate and detailed records of SSOW plans.
• Ensure plans comply with operational standards, rules, and procedures.
• Attend sites to identify risks and hazards, enabling the production of robust SSOW plans.
• Book track access through Network Rail’s Green Zone Access process.
• Confirm bookings for protection staff and equipment within timescales.
• Conduct risk assessments prior to issuing SSOW plans.
• Assist in resolving track access conflicts to deliver Siemens plans while minimizing commercial risk.
• Identify risks related to work on or near the line and implement mitigation measures.
• Deliver safe and efficient engineering access, maximizing access opportunities.
• Develop effective working relationships with Siemens, delivery partners, and stakeholders.
• Support the Head of Infrastructure Access with Siemens business requirements.
• Maintain and hold appropriate licences for the activities undertaken.

EDUCATIONAL REQUIREMENTS
Track competencies relevant to the role (Safe System of Work Planner, COSS, IWA, PTS).

COMPETENCIES
• Minimum of 2 years railway operations experience.
• Strong communication skills, both oral and written.
• Excellent IT skills, especially MS Office.
• Experience performing duties of a COSS.
• Technical competence demonstrated by an appropriate SSOW planner licence.
• In-depth knowledge of the rule book, standards, and documentation related to Possessions, SSOW planning, and electrical isolations.
• Knowledge of railway operating rules, signalling regulations, and group standards.
• Proficiency with SSOW planning tools, including Green Zone Planner, Sectional Appendix, Weekly Operating Notice, and hazard directory.
• Understanding of operational roles affecting engineering access (Signaller, SWL, E/S, COSS).
• Commercial awareness and ability to identify change.
• Hold a full UK driving licence.

• Lead and promote a strong H&S culture.

• Ensure staff are competent and capable of their tasks.
• Ensure compliance with HSE procedures and the SMO UKI BMS.
• Communicate and encourage feedback on H&S and environmental issues.
• Investigate incidents and ensure appropriate actions are taken.
• Maintain and ensure proper use of H&S equipment.
• Conduct H&S inspections and address deficiencies.
• Stop work if unsafe conditions are identified and report deficiencies.
• Promote business procedures for work control and management.
• Understand and mitigate risks involved in activities.
• Be prepared to manage emergency situations.
• Participate in resolving worksite safety issues and maintain competence in H&S responsibilities.
