Assistant Planning and Development Manager – Wallingford, Oxfordshire

Penguin Recruitment is delighted to be supporting a well-established and market-leading company in the waste, recycling, minerals, and renewable energy sectors with the hire of an Assistant Planning and Development Manager to join their Estates team in Wallingford, Oxfordshire.

This is a fantastic opportunity for an ambitious planning or development professional with 2+ years’ experience to work across a diverse range of projects that make a real impact on the environment and the future of sustainable operations.

The Role

As an Assistant Planning and Development Manager, you will:

  • Support in securing planning permissions and statutory consents across a wide-ranging estate.
  • Assist in identifying new development opportunities that add long-term value to the business.
  • Prepare and submit planning applications, Environmental Impact Assessments (EIA), and planning appeals.
  • Monitor and manage planning conditions, helping to ensure compliance across sites.
  • Work closely with the Senior Planning and Development Manager, Head of Estates, and other team members to assess site feasibility and viability.
  • Engage with consultants, local authorities, and community stakeholders to progress projects.
  • Contribute to post-consent legal agreements and ensure obligations are delivered on time.
  • Stay up to date with innovations in waste management, recycling, and sustainability to support strategic business development.
About You

The successful candidate will bring:

  • A degree accredited by RTPI and/or RICS, with membership or working towards chartership.
  • A minimum of 2 years’ experience in planning, development, or a related field.
  • A strong interest in waste, recycling, minerals, or broader sustainability sectors.
  • Good understanding of UK planning processes, EIA applications, and planning appeals.
  • Strong written, verbal, and presentation skills with the ability to engage effectively with a range of stakeholders.
  • Commercial awareness and confidence working with financial appraisals.
  • A full UK driving licence.
