Job summary

NHS Wales Shared Services Procurement is an established Procurement Service assisting the Health Boards and Trusts across Wales to deliver patient centred services. We are an award-winning service focusing on value, safety, excellence, innovation and quality. Our aim is to have seamless procurement processes in place that releases clinical time to focus on patient care and develop a value based procurement approach based around patient outcomes.

Procurement Services have a vacant Assistant Head of National Sourcing position as a result of the incumbent member of the team retiring. This is an excellent opportunity to develop your procurement career in a dynamic, challenging and high profile environment. In addition to the criteria outlined in the specification, you should demonstrate how you apply commercial acumen and utilise skills to deliver in the complex changing environment throughout NHS Wales.

The post will be working on behalf of all NHS Organisations in Wales in the management of ICT Categories, and will focus on stakeholder engagement and increased visibility of contract content and expenditure. The post holder will provide vision and leadership in the development and implementation of a national contract portfolio, ensuring that systems, processes, policies and procedures are in place to enable the team to deliver its strategic and operational targets.

The post holder will support the leadership of the Head of National Sourcing in the delivery of a comprehensive sourcing plan, Non Pay Savings, Compliance, P2P, Audit and ensuring operational management and performance monitoring of the ICT Sourcing team.

Supporting the understanding of the strategic direction of all HB/Trusts and aligning with the NWSSP strategic objectives as part of the IMTP plan.

Essential

  • Qualified to MCIPS (Level 6)
  • Specialist knowledge of contract law & Procurement principles (both PCR 2015 and PA2023)
  • Knowledge of best practice/benchmarking and performance measurement techniques
  • Sound knowledge of Public sector Procurement processes/procedures

  • Self-directed. Willing to take responsibility and be held accountable
  • Experienced "digital" leader, with experience of leading the implementation of digital ICT solutions and systems.
