Job description

Newham is one of the youngest, fastest-growing, and most diverse boroughs in London, 351,000 people and rising, with three universities, the Royal Docks Enterprise Zone, East Bank's new cultural and university campus, and a station that moves more passengers than any other in the country. None of that happened by accident. Since the Olympic Park's legacy years, the Council has treated growth as something it shapes, not something it rides.

That shaping now has to work harder. The Council's five-year Growth Plan sets out capacity for thousands of new council-led homes on its own land. The Local Plan, which will guide development and regeneration out to 2038, is now with the Planning Inspectorate for examination. Neighbourhood frameworks are landing in Canning Town, Custom House and elsewhere, backed by hundreds of millions in partner investment. On paper, the pipeline is strong. In practice, plenty of it is stalled, contested, or waiting on infrastructure and funding that doesn't yet exist, and with nearly a third of the borough's workforce earning below the London Living Wage, a lot of Newham residents are still waiting to feel the benefit of growth happening around them.

That gap is the job. This role holds the whole system together, the Growth Plan, the Local Plan, developer contributions, capital investment, and the partnerships with government, funders and developers that decide whether schemes actually land. You'll be the person who decides where the borough's land, funding and political capital are best spent, and the one Members and the Corporate Leadership Team turn to when a scheme stalls or a funding bid needs a strategic case built underneath it. With a newly elected Mayor and a finely balanced council chamber both still working out what delivery should look like, there's real scope to shape that direction rather than simply execute someone else's.

You'll need to be as comfortable in a room with a pension fund or a government department as you are briefing a Cabinet Member on a stalled estate regeneration scheme. Genuine fluency in development viability and funding structures matters here as you're accountable for a portfolio worth up to £100 million, and for making the numbers work as hard as the policy does. So does the ability to hold a strategic line under pressure: growth in Newham is contested, politically and practically, and getting it right means weighing pace against the kind of long-term value residents can actually see and use in their own neighbourhoods.
