About The Role
The position of Assistant Definitive Map Officer is required to fulfill North Northamptonshire Council’s statutory duties and powers concerning public rights of way, in accordance with the Highways Act 1980 and the Wildlife and Countryside Act 1981.
The post holder assists with legal changes to the rights of way network and ensures the legal integrity of the Definitive Map and Statement is preserved, protecting the Council from legal action. The role involves supporting Definitive Map Officers with a specialist advisory service to stakeholders, given the broad and complex legislation involved.
What will you be doing?
- Assist in preparing Legal Event Orders (LEOs) and ensure accurate publication of the periodic consolidation of the Definitive Map and Statement.
- Assist with applications for Definitive Map Modification Orders (DMMOs) and Public Path Orders (PPOs) to protect the Council from legal challenges.
- Help prepare reports and legal Orders, ensuring thoroughness to avoid legal challenges and costs.
- Support the preparation for hearings or inquiries regarding Orders, to ensure Council decisions are upheld and costs minimized.
- Maintain accurate rights of way records and conduct searches, providing legal extracts as needed.
- Provide expert advice to local planning authorities on PPOs to protect route integrity.
- Contribute to the Rights of Way Improvement Plan and Local Transport Plan to set future targets.
- Review Landowner Deposits to ensure their validity and protect the Council’s interests.
- Prioritize health, safety, and welfare, complying with relevant procedures.
About You
- Excellent IT skills, including Microsoft Office and GIS systems.
- Strong map reading skills, capable of interpreting historic maps and documents.
- Ability to provide technical and legal advice to various organizations.
- Knowledge of the legal and historical context of the Definitive Map, including relevant Acts.
- Skilled in report writing and drafting legal documents.
- Effective communication skills with the public and professionals.
- Competent in IT applications such as word processing, GIS, and spreadsheets.
