Job description

Defra group Commercial is looking to appoint an Assistant Commercial Officer to the Monitoring And Related Services (MARS) commercial team within our Environmental Goods and Services spend category. This will be a key support role for the team, which could also include leading your own procurements. This role is ideal for those starting their career in the commercial/procurement field or looking to build on existing experience.

Defra Group Commercial (DGC) is part of Defra, the central Government Department responsible for growing the rural economy, improving the environment, and safeguarding animal and plant health. DGC provides commercial services to organisations within the Defra Network.

This role requires assisting customers and commercial teams to deliver value effectively and innovatively, meeting customer outcomes and Spending Review targets. Responsibilities include awarding and monitoring supplier contracts in line with Defra's policies, ensuring value for money, and applying the Commercial DNA principles.

The work demands a positive, proactive approach to customer service. Typical activities include reviewing requests from internal customers, advising on commercial policies, and engaging with colleagues across the country to build the Commercial network within Defra and other government bodies.

The Environmental Goods and Services category manages a high volume of scientifically focused commercial agreements, mainly low- to medium-value projects. The role will be pivotal in ensuring efficient procurement processes and enhanced customer service.

The Assistant Commercial Officer will report to a Senior Category / Commercial Officer (SEO). Key responsibilities include:

  1. Supporting project delivery, procurements, and contract/supplier management, providing input to improve processes and efficiency.
  2. Explaining Commercial guidance to operational teams to ensure compliance with policies and legislation.
  3. Staying updated on legislation and best practices to inform priorities.
  4. Maintaining effective relationships with operational teams and customers.
  5. Supporting team members to deliver results on time, within quality standards and budget.
  6. Managing own resources, including electronic sourcing and contract management tools.
  7. Contributing to category plans and developing market knowledge.
  8. Providing administrative support to the team and ensuring efficient systems.
  9. Supporting contract delivery, identifying sustainable impacts and opportunities.

The post-holder will be accountable for:

  1. Providing day-to-day advice on commercial issues and governance, contributing to savings targets.
  2. Assisting with complex procurements and research to support sourcing strategies.
  3. Supporting market engagement exercises and preparing tender documents.
  4. Managing supplier relationships and contract documentation.
  5. Maintaining a customer focus and participating in stakeholder meetings.
  6. Monitoring and updating commercial and contract management IT systems.
  7. Engaging in continuous professional development to enhance commercial skills and support category development.
