Role: Assistant Commercial Manager
Contract Length: Until September 2025
Location: Hybrid/London - 50% working in the office – 5 days in two weeks; Monday and Thursdays in the office
IR35: Inside

Spinwell is recruiting for an Assistant Commercial Manager for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE ASSISTANT COMMERCIAL MANAGER

  • Manage/assist in the development and execution of concurrent procurement projects through the full life cycle from direct award through to full OJEU/framework mini competitions.
  • Work directly with P&C colleagues and key internal/external stakeholders and business owners to undertake, manage and support the procurement process, and resolve day to day issues.
  • Develop and manage relationships with key stakeholders.
  • Assist P&C in providing transparent, robust, and accurate procurement and contract management and reporting information.
  • Build stakeholder relationships internally and externally to ensure general procurement processes and strategy are ‘fit for purpose’ and world class; and
  • Contribute towards the delivery of the wider team and corporate objectives.

SKILLS/EXPERIENCE OF THE ASSISTANT COMMERCIAL MANAGER

  • Prior procurement experience; Experience and understanding of public sector procurement and supply chain management processes; knowledge of procurement rules and regulations, evaluation panel structures, criteria, and contract award procedures, ideally within a technology related field.
  • An appreciation of UK public sector and a clear understanding of the environment in which an organisation such as the TfL needs to collaborate with its customers and interested parties; Ability to operate in an evolving organisation.
  • An understanding of commercial and legal considerations within public sector procurement.
  • Excellent oral, written and presentation skills, with an ability to develop, communicate and take ownership of a clear vision and direction.
  • Strong academic background, ideally educated to degree level. MCIPS (or working towards) or similar industry qualification.
  • High level of professionalism – a self-starter/finisher, who can hit the ground running and work independently.
  • A ‘team player’ with strong interpersonal skills, customer driven, approachable and accountable, whilst maintaining a collaborative approach.
  • A high degree of honesty, integrity and a strong commitment to public service and its associated values; and
  • Robust under pressure and able to work to tight deadlines; Highly motivated and not easily discouraged.
