Job summary

Network Rail is seeking to join the North West Route ASPRO team to oversee externally funded rail projects, manage risks, and ensure compliance with governance and safety standards. You will engage with clients and stakeholders to deliver projects efficiently within the operational railway.

The role focuses on building strong relationships, ensuring milestone delivery, and applying knowledge of CDM/CSM-RA while supporting resource planning and risk management.

Qualifications

• Educated to degree level in a relevant discipline or equivalent experience.
• Membership (or working towards membership) Association for Project Management.
• Achieved PRINCE2 Foundation or equivalent.

Responsibilities

• Support the safe delivery of externally funded rail projects, working with clients and stakeholders to manage risks, ensure compliance, and integrate projects efficiently within the operational railway.
• Provide oversight of operational railway risks, supporting informed decision-making and safe project delivery.
• Act as a key interface between Network Rail, clients and stakeholders, ensuring compliance with CDM and CSM-RA requirements.
• Support resource planning, risk management, project assurance and milestone achievement.
• Build strong stakeholder relationships and promote collaborative working.

About The Role

Two opportunities have become available to join the North West Route ASPRO team. You'll support the safe delivery of externally funded rail projects, working with clients and stakeholders to manage risks, ensure compliance, and integrate projects efficiently within the operational railway.

This role supports the delivery of externally funded, high-value rail infrastructure projects, ensuring compliance with Network Rail governance, assurance requirements and project delivery standards. It provides oversight of operational railway risks, supports informed decision-making, and helps ensure projects are planned and delivered safely and efficiently.

Acting as a key interface between Network Rail, clients and stakeholders, the role ensures compliance with relevant legislation and industry standards, including CDM and Common Safety Method requirements. It supports resource planning, risk management, project assurance and the achievement of key milestones, while helping to resolve issues and implement mitigation measures where required.

The role also focuses on building strong stakeholder relationships, managing expectations and promoting collaborative working. It identifies opportunities to improve efficiency, reduce asset and maintenance liabilities, support cost recovery and share lessons learned from accidents, incidents and close calls to drive continuous improvement across projects.

Your Experience And Skills

In order to be successful in this role, we would like you to have/to be:

• Educated to degree level in a relevant discipline or equivalent experience
• Membership (or working towards membership) Association for Project Management
• Achieved PRINCE2 Foundation or equivalent.
• Knowledge of the operational railway and railway infrastructure
• Demonstrable experience of delivery of projects in the rail environment
• Excellent stakeholder management and communication skills
• Team player able to quickly build relationships and share knowledge acquired
• Demonstrable ability to constructively challenge the ideas of others with good evaluation and decision-making skills.
• Understanding of project commercial requirements & programme controls
• Knowledge of health, safety & environmental requirements and legislation including CDM Regulations and CSM-RA
• Knowledge of project budget management.
• Knowledge of GRIP/PACE

We would also like but it isn't crucial to have/to be:

• Knowledge of investment, commercial and procurement practices.
• Previous experience working within Asset Protection
• Understanding of rail infrastructure maintenance techniques
• Knowledge of rail possessions/ isolations
