Job Summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army. As such using data to aid understanding of our workforce is vital.

Based in Montgomery House, Aldershot, Regional Command’s Cadets branch enables, supports and directs the Army’s cadets; an organisation of around for 90,000 cadets, volunteer instructors and their officers. The Cadets provide an insight into Army career pathways, increase awareness of the Army’s achievements and give young people the social skills and personal characteristics needed by them to achieve lifelong success.

This position is advertised at 37 hours per week.

Job Description

As Army Senior Cadets Delivery Manager, you will be working within a mixed team of military, civil servants, and contractors, to directly enable and support the delivery of an exciting and attractive cadet syllabus and experience.

Your Key Responsibilities Include:

  • To lead and line manage the Support Team.
  • Liaison and active engagement with our key partners like the Army Cadet Charitable Trust UK, the Council of Reserve Forces' and Cadets' Associations, the Reserve Forces' and Cadets' Associations, and the Council of Cadet Rifle Shooting. This is to ensure that they are sufficiently re-sourced and can comply with performance standards, to deliver effective and efficient support to cadets for those services that cannot be supplied by Defence.
  • Manage the annual activity-based resource planning process for the Army’s cadets, including the resource bids for Head Quarters Regional Command Cadets Branch, the Cadet Training Centre, the Cadet Training Teams, Cadet National Events and the Army Combined Cadet Force contingents.
  • To work closely with the Regional Command Support Branch, Transport, Safety Health & Environment, Logistics and Equipment Support, and the Reserve Forces' and Cadets' Associations as the interface.
  • To be the intermediary and facilitator for all matters relating to audits, policy, and practice which directly affects the Army’s cadets.
  • Coordinate with RC Infrastructure and Army HQ Basing & Infrastructure, as the Army cadet single point of contact for all hard and soft facilities management and estates projects and programmes. This includes both existing infrastructure and supporting the successful delivery of new projects.
  • Manage low level logistics and equipment projects and programmes which can be delivered in-house, to the cost, time, and quality parameters set by the Deputy Commander Cadets and the Cadets Training Group.
  • Provide oversight of the support services delivered by organisations like the Reserve Forces' and Cadets' Associations, and the Cadet Vocational Qualifications Organisation, to ensure that they provide services in accordance with any Service Level Agreements.
  • Be the Cadet champion with Defence Equipment and Support and Defence Digital to ensure that cadet requirements are considered and met when delivering any large-scale cadet defence projects and programmes.

Person specification

Key skills required for an Army Senior Cadets Delivery Manager:
  • You enjoy leading a mixed team and have strong people skills to successfully work with other people across the Branch, Regional command, and other organisations at different grades, ranks and experience.
  • You can quickly adapt to changing priorities and be flexible in your approach to your responsibilities.
  • You will be adept at collating and analysing information from a variety of sources, and at communicating (in word and on paper) it in the best way to influence others.
  • Confidence and self-motivated.
  • A great teammate, hardworking, and able to manage a complex and varied workload.
Desirable skills; (these are not essential):
  • Experience with Microsoft Office applications, especially MS Excel.
  • Experience of project or programme management.
  • Some exposure to financial planning and budgeting.
  • Interest in pursuing further professional development.
  • Understanding of Ministry Of Defence logistics.
  • A driving licence is advantageous for visits where public transport is difficult.

The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
