Location: Hybrid/Shrewsbury - varies week to week so must be flexible but one day a week on average

Spinwell is recruiting for an Area Planning Manager for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE AREA PLANNING MANAGER
  • The post is that of a senior officer and you will be required to operate at a senior level, whereby you will be expected to generate and manage your own workload, be able to lead on a range of proposals and projects, and to be accountable for advice given to members of the senior management team.
  • To support the Planning and Development Services Manager in delivering a development management service that meets the objectives and operating principles of Shropshire as an enterprising council.
  • Be a key senior member of the Development Management team and support the development and delivery of the Council's statutory and discretionary regulatory functions in respect of development management, and to ensure that specialist advice on these functions is provided to other teams and service areas across the Council when required.
  • Be the lead officer in the management of, and presentation of applications to, relevant planning committees.
  • To provide direct line management support to Principal Planning Officers, and indirectly to Planning Officers and Assistant Planning Officers, including the assessment of individual and team performance against agreed shared and personal targets.
SKILLS/EXPERIENCE OF THE AREA PLANNING MANAGER
  • Educated to degree level or equivalent in a core development related discipline, or other relevant professional qualifications, or other relevant training or experience which gives an equivalent level of competence across a wide range of planning and development functional areas.
  • Significant experience in a senior professional or managerial role.
  • Commitment to continuous personal development and willing to undertake relevant training.
  • Proven extensive experience of successfully leading and managing teams of professional staff at a senior level, in one or more relevant functional areas within a local authority or an organisation of comparable scope and complexity.
  • Extensive experience and understanding of development management and associated functions, together with relevant regulatory processes.
  • Extensive experience of using performance and quality assurance systems to monitor and evaluate progress.
  • Extensive experience of engaging and negotiating with senior planning professionals, agents, and stakeholders
  • Significant experience of communicating effectively and confidently with a wide range of individuals and organisations
  • Ability to work with tact and sensitivity in a political environment.
  • Evidence of continuing professional development.
  • Strong management skills to ensure that the planning service is managed successfully, efficiently and effectively for the Council and its stakeholders.
  • The ability to understand complex information and data to inform effective decision taking and optimise performance in the best interests of the council.
  • Excellent verbal communication and presentation skills, using a variety of styles to deliver clear and compelling messages.
  • Excellent report writing skills
  • Creative approach to problem solving, combined with analytical skills which demonstrate sound judgement.
  • Visible leadership skills and a demonstrable track record of managing people and resources.
  • Effective influencing and negotiating skills with a range of stakeholders, which result in acceptance, agreement, or behaviour change.
  • Ability to develop and implement significant service redesign and working practices
  • Excellent IT skills
