Job summary

RAF High Wycombe is advertising a Governance SO2 role within the Air Cap DASP Governance function. The post is Full Time Reserve Service (Limited Commitment) with an anticipated start in November 2026 and a 3-year engagement.

You will direct programme governance across the DASP sub-portfolio, implementing policy and ensuring alignment with PMCF standards and Defence guidance. Primary duties include advising on governance artefacts, line-managing IM and Assurance, and coordinating sub-portfolio

Qualifications

  • Must be eligible for officer-level RAF promotion (Sqn Ldr/Maj/Lt Cdr/Flt Lt).
  • Experience delivering programme governance artefacts.
  • Familiar with DASP policies, PMCF and P3M frameworks.

Responsibilities

  • Provide governance artefacts advice for the DASP sub-portfolio to staff with programme responsibilities.
  • Fulfil Line Manager responsibilities for the SO3 IM and Assurance role.
  • Develop, maintain and update Sub-Portfolio Plans per MOD policy and PMCF guidance.
  • Serve as main POC for plan implementation and cross-project alignment.
  • Ensure all TSRs are up to date with latest governance guidance.
  • Develop an assurance framework to ensure ISR programmes comply with PMCF.

Job Description

Subject to ECR approval, a vacancy may arisen for a Squadron Leader (Any Profession) to serve as Air Cap DASP Governance at RAF High Wycombe on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 02 November 2026 (or earlier/later, subject to candidate status).

As Cap DASP Governance SO2 you will be responsible for enacting Programme Management Governance across the DASP sub-portfolio through effective direction and oversight of Programme management process and procedures in accordance with best practice and departmental policy.

You Will:
  • 1. Provide effective and efficient advice relating to the development and management of the Programme Management governance artefacts within the DASP sub-portfolio to all staff with programme-related responsibilities.
  • 2. Fulfil the responsibilities of Line Manager for the SO3 IM and Assurance role.
  • 3. Be responsible for the development, maintainance and updates for the following Sub-Portfolio Plans inline with MOD policy, PMCF and emerging good practices (in private and public sector):
    • a. DASP Governance and Assurance Plan
    • b. DASP Quality Assurance Plan
    • c. DASP Monitoring & Control Plan
    • d. DASP Comms & Stakeholder Plan
    • e. DASP Benefits Management Plan
    • f. DASP Learning From Experience (LfE) Strategy and LfE Plan
    • g. DASP Information Management Plan.
  • 4. Be the main PoC for the above mentioned plans in respect their implementation, ensuring coordination and alignment between the different DASP programmes.
  • 5. On behalf Head PMO ensure all DASP pers TORs are up to date and aligned with the latest Programme Delivery and Control Framework guidance and P3M training requirements.
  • 6. Develop and then facilitate an assurance framework to ensure all ISR Programmes comply with the PMCF framework and wider governance.
  • 7. Attend, and actively contribute to, Programme governance processes and meetings including Working Groups, Programme Boards, and DLOD 1-2-1 reviews.
  • 8. Liaise with the Portfolio Office, Air and Programme Sponsor (where applicable) to ensure alignment across swimlanes and wider AIR best practise.
Essential Skills

Must either have been, or currently be, a Sqn Ldr (Any), Major (any) Lieutenant Commander (Any) or a Flt Lt (Any) eligible for promotion (RAF Only) in accordance with AP 3393 Vol 1 and AP 7000. All Promotions will be ratified by means of a Promotion Board.

Desirable Skills
  • Demonstrate Programme/Project delivery experience with some experience of interacting with governance strategies/plans.
  • Previous experience in ISR capabilities.
  • Project Management Qualification (PRINCE2, APMPMQ etc).
Selection Process

A Selection Board will carry out a rigorous selection process for this post, based principally on an applicant's last 3 (for aviators)/4 (for officers) appraisal reports and other evidence as appropriate.

Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor's proposed start date, prior to applying.

Joint Medical Employment Standards.

The post is non deployable, non-safety critical, does not involve operational support activity and is sedentary in nature. IBN 94/24 applies.

Admin Discharge

Ex-service candidates who have been administratively discharged through the KR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391.

Pension Issues

Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Additional guidance can also be found at and . Of particular note is reference to the 'Effect of Re-employment' on Commutation and, for those leaving on a 'preserved' pension, the Resettlement Grant.

Transition between TCoS

Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS.

Flexible Working Arrangements.

In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager. Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT)

Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS. The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
