Location: Nottingham | Grade J | Salary: £49,764 to £52,805

Nottingham City Council is seeking an experienced Agency Contract Manager to lead the management of our Neutral Vendor temporary labour contract. This role sits at the heart of how we source and manage contingent workers across the organisation and is key to delivering value, compliance, and service resilience.
What you'll be responsible for
As the strategic contract owner and internal lead for our contingent labour supply chain, you will:
Manage the corporate contract with our Managed Service Provider
Ensure temporary staffing is procured efficiently, transparently, and in line with public sector procurement regulations
Act as the senior point of contact for all aspects of the contract, from governance to compliance and performance
Work closely with hiring managers, suppliers, and internal stakeholders to meet complex staffing needs across the organisation
Resolve service issues and challenges with pragmatic, data-led decisions
Monitor spend, ensure cost efficiency, and enforce adherence to agreed frameworks
Lead market intelligence gathering to overcome sourcing barriers for specialist and hard-to-fill roles
Be a key contributor to the evolution of our Hiring & Managing Agency Workers policy
What we're looking for
We are looking for someone who brings a deep understanding of contract and supplier management in the temporary recruitment sector. You should be confident holding both internal and external stakeholders to account, with the ability to challenge constructively, find solutions under pressure, and improve how we work.
You will need to demonstrate:
Previous experience in contract management within the public sector
A track record of managing complex vendor relationships and performance
Knowledge of IR35, Agency Worker Regulations, and compliance frameworks
Strong analytical, negotiation, and communication skills
A collaborative and resilient mindset, able to influence at all levels
An understanding of procurement law and best practice
A personal commitment to equality, diversity, and inclusion
A professional qualification in contract management or a relevant field is desirable.
