Job Description:

The National Wealth Fund is currently recruiting for an Advisory Director within our Local Authority team to join our Leeds office on a permanent, full-time basis.

Location: Leeds - 3 days a week in the office.

Purpose of the role:

The National Wealth Fund transitioned from the UK Infrastructure Bank in October 2024. As part of its mission to support the net zero transition and drive local and regional economic growth, the Fund has established a Local Authority (LA) function.

Our LA function supports local governments to successfully implement technically complex, innovative, and essential infrastructure investments with the aim to accelerate and improve public infrastructure delivery. Within the LA function, Directors work across advisory and lending, which has a £4bn lending capacity. LA Directors collaborate closely with private investment and sector teams to deliver commercial opportunities. Focus sectors include retrofit, heat networks, transport, and place-based infrastructure & regeneration. As NWF's remit develops, additional sectors will be introduced for advisory engagements.

Local authorities have high ambitions and broad remits to manage and regenerate infrastructure. The LA function helps unlock potential and foster shared learning across UK authorities, working in partnership to develop local growth plans and investment pipelines.

The Advisory Director role is a senior, client-facing leadership position, requiring proactive engagement with local authorities to identify lending opportunities. The Director will combine relationship management, delivery expertise, and financing knowledge to facilitate successful commercial and financial arrangements, bridging financing gaps sustainably. We are seeking an Advisory Director to lead our place-based infrastructure and regeneration sector.

Key Accountabilities:

  • Represent the Fund: Enhance NWF's reputation as a leader in local authority infrastructure financing. Act as an ambassador at industry events and conferences, influencing the infrastructure agenda and showcasing NWF's mission.
  • Build relationships: Engage proactively with internal and external senior stakeholders, including investors, developers, banks, and industry experts, to create future opportunities and strengthen NWF's market position.
  • Strategically solve complex problems: Use sector expertise to identify solutions efficiently, ensuring clients receive expert advice for sustainable and appropriate outcomes aligned with the Fund's principles.
  • Support the LA team: Assist in shaping the function within the Fund, attracting and retaining high-performing talent, and establishing NWF as a trusted provider of infrastructure investment advice.
  • Support local authorities: Use industry knowledge to advise on delivering financially sound investments, managing technical input, due diligence, and best practice project delivery.
  • Legal and commercial negotiations: Support authorities through negotiations, ensuring risks are clearly communicated and managed.
  • Collaborate internally: Share knowledge with colleagues, contribute to sector strategies, and support the Fund's strategic mission.

Knowledge, Skills, and Experience:

  • Extensive experience in financing, advisory, or consultancy, especially in large-scale public sector infrastructure.
  • Deep understanding of infrastructure financing, government finance mechanisms, and commercial lending.
  • Expertise in place-based infrastructure and regeneration, with knowledge of clean energy technologies desirable.
  • Proven leadership in client engagements, particularly in infrastructure advisory and lending transactions.
  • Commercially astute with solution-oriented thinking tailored to public sector infrastructure needs.
  • Excellent communication skills, comfortable at senior levels, and committed to fostering a positive organizational culture.
