About Us

HM Courts & Tribunals Service (HMCTS) is an agency of the Ministry of Justice and is responsible for the administration of criminal, civil and family Courts and Tribunals in England and Wales. Our roles support our service users and colleagues within HMCTS, where people and businesses access potentially life-changing justice.

The First-tier Tribunal (Property Chamber) Deals With Applications, Appeals And References Relating To Disputes Over Property And Land. The Chamber Consists Of Three Divisions:

  • Residential Property – covers disputes that include rent increases for ‘fair’ or ‘market’ rates, leasehold disputes amongst many other matters.
  • Land Registration – covers disputes that include a change to the land register and applications to correct or cancel certain documents relating to registered land.
  • Agricultural Land & Drainage – covers disputes that include certain farming tenancies and applications in respect of certain drainage disputes between neighbours.

Over 100 Property Chamber staff operate from 5 regional offices around the country – Birmingham, Cambridge, Havant, London and Manchester – All 5 handle Residential Property cases whilst London also handles Land Registration, and Manchester looks after Agricultural Land and Drainage.

Now is an exciting time to join the Chamber as we’ve recently joined the National Services directorate; with all 5 regional offices now under a single management structure alongside other similar specialist tribunals, providing opportunities to develop and implement change and improvement in processes and service. Additionally, we are preparing for expected increases in work following implementation of the Leasehold and Freehold Reform Act 2024 and the Renters’ Rights Bill currently in preparation for Royal Assent.

Your role

Our Chamber’s role is diverse and engaging, reflecting the wide range of our service users. Our teams liaise with landlords, tenants, freeholders, leaseholders, park home residents, and site owners.

You will be handling a variety of appeals, including those against financial penalties imposed by local authorities, disputes over rent increases, leasehold issues, park homes, improvement notices, prohibition orders, licences for houses in multiple occupation, the right to buy your council home, changes to the land register, and matters involving agricultural tenants and landlords. Your role will be crucial in ensuring fair and just outcomes for all parties involved.

Applications can come under the Electronic Communications Code and the Building Safely Act and can also involve corrections or cancellation of certain documents relating to registered land, drainage disputes between neighbours, and permitting valuation officers to enter premises to carry out certain valuations.

Your day-to-day duties will be diverse and dynamic, including but not limited to:

Processing receipt of new appeals and applications, ensuring receipt of correct fee when appropriate.

  • Managing a group of allocated cases from start to finish.
  • Maintaining the team email inbox & digital case management system.
  • Building digital case files and court bundles.
  • Seeking advice and instructions from the Chamber’s judiciary and issuing judicial directions.
  • Liaising with parties, judiciary and HMCTS colleagues to set dates and list hearings for appeals/applications.
  • Clerking tribunal hearings both remotely by video hearing platform; and in person at HMCTS court and tribunal venues.
  • Publishing judicial decisions.
  • Handling incoming telephone calls from tribunal users, and responding to queries received via email.

These operational roles are customer facing, requiring successful applicants to be office based to provide HMCTS services to the public. Non-contractual hybrid working may be available. Hybrid working arrangements will be determined by the business and will only be available when it has been established that delivering the service from home can be done effectively. Standard full time working hours are 37 hours per week. HMCTS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs and are agreed prior to appointment.
