Job description

This is a management job in an establishment.

The post holder must undertake the appropriate level of training and is responsible for ensuring that they understand and work within the safeguarding policies of the organisation.

The job holder will support the delivery of education, skills, and work within the prison.

The job holder will be responsible for managing procurement, delivery, performance, and quality assurance activities across the Prison’s Education, Skills, and Work function. They must work in alignment with the education provider, contracted provision, and colleagues to implement policies that meet local needs and contribute to policy revisions.

This is a non-operational role with line management responsibilities and is non-rotational.

Responsibilities include planning and coordinating the prison curriculum and other learning activities to ensure an effective prisoner journey from reception to release, aligned with Ofsted’s Education Inspection Framework.

Develop and implement delivery plans for the prison ESW strategy.

Manage evidence materials for compliance with inspection frameworks such as Ofsted EIF, OSAG, and HMIP.

Oversee HMPPS Data Systems, including providing tier 1 assurance of the CURIOUS system, ensuring records are accurate and up to date.

Monitor and report on the quality and performance of education, skills, and work provision against the prison’s curriculum and Annual Delivery Plan.

Design and lead quality assurance processes to maintain high standards of education, work, and skills provision.

Produce reports on performance and guide prison delivery partners to take corrective actions when needed.

Implement recommendations from inspections and assurance visits such as HMIP and Ofsted.

Manage contracted provision, including performance monitoring and quality assurance.

Lead strategic provider quality assurance activities, ensuring service level accuracy and delivery of Library, CIAG, DPS, and PEF.

Act as the local lead to the National Education Group, escalating contractual issues and monitoring budgets.

Manage contracted library services, ensuring performance, suitability, and value for money.

Collaborate with prison staff to embed ESW elements within their responsibilities and support their duties.

Ensure a respectful, safe, and decent environment for staff and prisoners, visiting activities regularly.

An ability to communicate confidently in spoken English is required.
