Organisational Overview

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.

OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

Team Overview

This is an exciting time at OPG as we transform our statutory services. You will be part of a team responsible for supporting OPG in setting a clear strategic direction, coordinating the business plan, and supporting the development of our organisational strategy. You will help build relationships and influence support for our work across MoJ and Cabinet Office.

Your role will involve developing strategies that support the Public Guardian's duties and the delivery of transformational change. You will ensure strategies are well developed, consulted upon, effectively embedded, and continuously improved through lessons learned.

This leadership role reports to the Grade 7 Head of Strategy. While there is no current line management responsibility, this may change.

This is a full-time position, with flexible working options considered.

Duties and Responsibilities

  • Managing the development of OPG’s organisational strategy through all stages of the strategy development cycle.
  • Collaborating with DASD colleagues to support strategic priorities and using demand analysis to inform direction.
  • Applying a methodical approach to issue identification and problem-solving through analysis and discussion papers.
  • Formulating and developing strategies, business plans, and reports using data and consultation.
  • Engaging operational, policy, legal, and customer experience units to develop a collective strategic position and maintain stakeholder relationships.
  • Supporting the development of cohesive strategies across OPG, such as Data Strategy, to align with business priorities.
  • Working with communications teams to develop guidance and engagement materials to promote understanding across the organization.
  • Developing plans with clear milestones and reporting on progress, escalating issues as needed.
  • Leading post-implementation reviews to identify lessons learned and drive continuous improvement.
  • Providing leadership and support to the team, ensuring staff wellbeing, development, and championing diversity and inclusion.
