Overview

The overall purpose of the role is to: The professional management of ICT Projects including assets & resources within Project scope. To ensure that Projects are well managed and controlled to make most efficient use of allocated resources, and maximise delivery of business benefits within Projects, Programmes and/or wider Portfolio.

Key Accountability Areas
  1. KEY ACCOUNTABILITY AREAS: Define the important aspects of the role for which the job holder is responsible for results or outcomes.
Responsibilities
  • Development and maintenance of the allocated Project (covering one or more Forces) to ensure the technical development/delivery, resourcing and vendor management planning is up to date and accurate, in collaboration with the Technical Programme Manager and other senior executives & business representatives.
  • Line managed by the Technical Programme Management team leader, but directly accountable to project executives for project deliverables; works closely with ICT Programme Managers.
  • Coordinate across ICT domains (Architecture, Service Delivery, Security, Dev/Ops) to ensure projects fit approved architectures, are secure, and can be operated, managed and supported cost-effectively.
  • Ensure that the project, including in-house developments, within the overall ICT Portfolio delivers the desired outcomes (timescales, costs, quality and benefits enablement).
  • Manage allocated projects to deliver required business elements in addition to technical aspects, including development and implementation of new or revised business processes.
  • Work with the project board, ICT managers and business managers to ensure all force stakeholders have a clear understanding of planned deliverables, progression and any variations.
  • Manage ICT suppliers contracted to support the project to ensure they deliver the desired outcomes (timescales, costs, quality and benefit enablement).
  • Ensure ICT change is appropriately tested to guarantee quality, minimise disruption to the business and fully enable business benefits.
  • Ensure every ICT project is appropriately managed, including planning, risks, issues and inter-dependencies.
  • Ensure appropriate documentation and training is produced and delivered by each project (to agreed standards) to enable business users to operate and ICT Service Delivery to operate, manage & support (at acceptable costs) the resulting ICT systems/changes and deliver business benefits.
  • Direct and indirect supervision of Project resources including motivation and workload planning.
  • Instil a culture of continuous development for line reports and the wider team through training and development and the PDR process, motivating, effective workload planning, monitoring employee welfare and quality assurance of work standards; address performance as needed in line with Force procedures.

  • Include matters as key result areas that make the greatest demands on the role holder, seasonal pressures, items processed, the number of customers and/or level of authority to make financial decisions or commit other resources.
Further Comments
  • Develops and implements overall project plans as part of the joint ICT Portfolio plan and supporting processes that interlink with the Forces’ business change plans.
  • The Technical Project Manager and Technical Programme Manager may engage with Force Deputy Chief Constables, Chief Officers and senior officers/staff in programme/project meetings and with national agencies on local implementation of national systems and grant funding use.
  • Projects within the Portfolio will be managed by Technical Project Managers reporting to the Technical Programme Manager; durations may span several months/years and involve management of 5 to 30 ICT staff and external consultants depending on size and complexity.
  • Staff are located in 4 principal sites (primarily Kidlington and Southampton; others Netley and Whiteley). Some programmes may require attendance across Force areas; some programmes involve supplier staff on Force or supplier sites.
  • May represent the Technical Programme Manager in programme/project meetings as required.
  • The role holder will collaborate with immediate and wider ICT team members to share best practices and provide development and performance assistance as needed; act as a subject matter expert to guide TVP staff where necessary.
Characteristics of the Role
  • Expertise: Administrative, professional and/or technical expertise needed to perform the role effectively; acquired through experience, training, and/or formal education.
Knowledge or Skills (essential or desirable)
  • Subject matter expert in the management of ICT Projects. (Essential)
  • Experienced ICT Project Manager in a similarly complex environment using an industry-recognised approach such as PRINCE2, including: budgeting, project management, resource allocation, risk management, and an understanding of IT Architecture, Networks, Cloud Technologies & Infrastructure. (Essential)
  • Expert in Project Planning and Control techniques, including work breakdown structures, baselining, critical path analysis, earned value, resource analysis, conflict resolution. (Essential)
  • Expert in Project Management Tools to automate scheduling, resource balancing, time recording, and risk management tools (e.g., Project Workbench, Microsoft Project). (Essential)
  • Excellent communication skills; customer-focused, team-oriented, flexible, adaptable, problem solver; capable of working with little supervision. (Essential)
  • Experience delivering projects in similarly sized and complex organisations. (Essential)
  • Proven experience managing staff in a matrix structure during significant organisational change. (Essential)
  • Must have capability to travel to different locations across the Forces; full UK driving licence considered essential due to travel and lone-working requirements. (Essential)
  • Subject matter expert in ICT Programme Management. (Desirable)
  • Experience with ISO 9001, ISO 27001, ITIL. (Desirable)
  • Experience achieving outcomes through influence rather than direct line authority. (Desirable)
