Job description
Overview

The Marine Ecosystems and Biodiversity Branch within the Marine and Biodiversity Division is seeking a motivated individual with strong interpersonal skills and the ability to work autonomously. Our Welsh seas are among the richest and most biologically diverse across Europe and host habitats and species of national and international importance. Wales has a network of Marine Protected Areas (MPAs) covering 69% of inshore waters to protect species and habitats and to support achievement of Good Environmental Status through the UK Marine Strategy and the Global Biodiversity Framework commitments, including the 30x30 target. To support the climate emergency response, commitments to Net Zero and Minister priorities, there is planned expansion of offshore renewable energy across Welsh seas, increasing spatial demands and impacts to the MPA network. There are also pressures from wider development such as flood defences and port expansion. There is a growing need to agree strategic compensatory measures for any habitat and species impacts or losses due to development.

The role includes strategic engagement with other UK administrations, Natural Resources Wales, key delivery partners and internal Welsh Government colleagues to secure compensatory habitat and expedite the consenting process to enable infrastructure development. The post holder will support the Marine Ecosystems and Biodiversity branch in the wider work, including developing management actions to improve the MPA network, designation of Marine Conservation Zones and delivery of Welsh Minister commitments to OSPAR and the UK Marine Strategy. The post holder will support an SEO post and wider colleagues within the branch.

Responsibilities
  • Work with stakeholders and delivery partners to identify and deliver strategic compensation, addressing current needs and future requirements.
  • Establish effective external and internal relationships so that stakeholder feedback supports policy development.
  • Support delivery of wider branch priorities, including development of management actions to improve the MPA network and delivery of Welsh Ministers statutory and international biodiversity commitments.
  • Represent the policy area and Welsh Government at external meetings or networks.
  • Contribute to all relevant Ministerial and government business, producing briefing and lines.
