Job description

The Welsh Government is seeking to fill a number of Senior Finance Profession roles across the organisation, retaining a reserve list for future opportunities.

These roles are essential for ensuring the efficient and effective use of resources across the organisation, including the timely and compliant financial management and reporting. The roles will help ensure our business is conducted within the most appropriate control environment, in accordance with all best practice standards and processes and our Accounting Officers deliver their personal responsibilities. We are recruiting multiple Senior Finance Business Partner roles at Grade 7 to support the Operational Groups responsible for delivering Welsh Ministers policy ambitions.

The roles require strong communication and influencing skills allied to excellent technical skills to provide advice, challenge and scrutiny to senior colleagues and your business area.

Job description

The postholders will ensure that plans and budgets are well constructed, managed and monitored in line with finance functional standards and best practice. Providing advice and guidance on feasibility, regularity and affordability of proposed spend; and considering accounting implications in decision making.

The postholders will support senior managers and accountable officers to deliver improved performance, reduced risks and better value for money, while meeting statutory and compliance requirements.

Your technical knowledge and ability to work constructively with senior teams will make you a valued contributor to the decision-making process and a champion for change within your business area and collaborative work across the finance function, and Welsh Government.

Candidates must be a fully qualified finance professional, meeting either the following:

  • Member of a recognised accounting bodies such as CIMA (Chartered Institute of Management Accountants), or
  • CCAB accountancy qualifications (ICAEW, ACCA, CIPFA, ICAS, CAI).

Person specification

  • Provide financial, strategic and technical accounting advice and guidance to budget holders and senior managers within the Group and Operations, to Director Generals, and Ministers. Such as, management of in year budgets, final, draft and supplementary or advice in advance of policy decisions within business plans, including capital investment proposals.
  • Manage group specific budgets, developing a good understanding of the business and maintain a detailed picture of the overall financial position.
  • Create professional relationships and personal credibility with Directors and senior officials. Be seen as a trusted expert, able to influence and challenge budget holders and decision makers, reacting to emerging matters, with appropriate courses of action.
  • Maintain good working relationships with professional finance colleagues across Welsh Government and the wider public and private sectors. Working with them to ensure opportunities for continual improvement are identified and pursued.
  • Managing a finance team. Accountable for their work, performance and development, addressing competing priorities spanning areas such as financial planning; budgetary management; financial accounts; financial reporting; financial governance and control; and business planning.
  • Responsible for providing timely, accurate and clearly communicated financial management information and analysis. Making full use of available data to support recommendations to drive efficiency and effectiveness through value added insight and advice.
  • Undertake month-end and year-end accounting and financial management processes in group.
  • Provide effective analysis and challenge of complex financial information, drawing out common themes and understanding linkages and dependencies. Identifying the financial impact, performance and risk to senior stakeholders for current and multi-year financial forecasts and plans.
  • Ensure a robust system of internal control and assurance is applied to assessments of financial implications and value for money, relating to spending proposals and business cases.
  • Encourage a culture of knowledge sharing and collaboration between policy, programmes, the business, finance and other corporate services.
  • Work closely with leads on major projects, policies and programmes to ensure sound business cases are developed and monitored with strong commercial focus, options appraisal, risk management, and governance procedures followed.
  • Manage the process of budget allocations, including working with external stakeholders such as NHS Officials or Welsh Government Sponsored bodies.
  • Supporting and preparing briefing for Welsh Ministers. This will include writing Ministerial Advice and clearing financial implications on behalf of your policy areas.
