Airbus Helicopters is seeking a National Security Program Leader to drive security strategy for military programs across entities. You will coordinate PSOs, oversee security requirements, and ensure compliance with national and international defense regulations.

Based in Marignane, France, you will guide implementation teams and manage budgets while acting as a key liaison with state clients and authorities. Fluency in English and French is required.

Qualifications

  • Mastery of French Defense security regulations; knowledge of NATO, EU and OCCAR frameworks desirable.
  • Ability to steer complex defense programs from scoping to delivery with risk mitigation.
  • Experience in managing program budgets and cost control in a military or defense setting.

Airbus Helicopters is looking for a National Security Program Leader (f/m) to join our Corporate Security Department based in Marignane, France.

Your challenges

Airbus Helicopters is looking for a National Security Program Leader to spearhead the security strategy for our military programs across the different entities. You will be responsible for the coordination, coherence, completeness, optimization and strict compliance of security requirements across various domains - including physical infrastructures, sensitive areas, industrial assets, and information systems - with national and international defense regulations.

Acting as the central pivot between Functions, Program Security Officers and specialized Security organizations (such as the Defense Office), your primary focus will be on identifying security needs upstream, supporting the specification of these requirements and prioritizing in the best interest of Airbus Helicopters. While you will not directly manage the operational implementation (e.g., site security), you will guide, oversee and support the dedicated implementation teams ensuring they fully understand and accurately execute the required security measures.

Ultimately, you will guarantee that all military contracts are executed securely and in full compliance, while optimizing the associated costs and resources, focusing on Airbus internal coordination (the national security officers being the single point of contact towards national authorities and their local implementation).

Your Main Responsibilities
  • Program Security Governance: Prioritize and harmonize security actions for military programs, in support to the National Security Officers, ensuring the security requirements for the protection of buildings, technical means, and IT systems are defined and met in alignment with specific program requirements.
  • Contractual Compliance & Oversight: Analyze Defense contracts, Program Security Instructions (PSI), Plan d'Assurance de la Sécurité de l'Information (PASI) and Security Annexes to anticipate security requirements and provide clear specifications and guidelines to operational teams.
  • Network Leadership: Animate, drive and coordinate the network of Program Security Officers (PSOs), Site Security Officers, National Security Officers ensuring a cohesive approach while respecting the legal autonomy of individual sites.
  • Budgetary Management: Define, justify, and manage the national security budget allocated to military programs and projects.
  • International Regulatory Watch: Ensure strict adherence to French Defense regulations (IGI 1300, IM900, II901, CAC Armement) and the specific regulations of international partners (notably Germany and Spain).
  • Reporting to Top Management: Ensure the full visibility, the transverse reporting of the compliance status and the progress of ongoing actions.
  • Strategic Liaison: Act as a key point of contact for state clients regarding program security audits and compliance.
Required Skills & Experience
  • Defense Regulations: Absolute mastery of French Defense security regulations. Proven knowledge of German, Spanish, EU, NATO and OCCAR defense security frameworks (or other key export clients) is highly desirable.
  • Project Management: Project Lifecycle Excellence and ability to steer complex projects from initial scoping to final delivery, ensuring all milestones are met through rigorous planning, risk mitigation, and proactive stakeholder coordination.
  • Financial & Budgetary Oversight: Proven expertise in managing project Profit & Loss, including precise budget forecasting, real‑time cost‑tracking, and resource optimization to ensure maximum fiscal efficiency.
  • Operational Agility: Skilled in navigating shifting priorities while maintaining a strict focus on quality standards, timelines, and bottom‑line financial constraints.
  • Contractual Expertise: Deep understanding of defense procurement markets and associated documentation (Security Clauses, PSIs, Security Annexes).
  • Classified Assets Management: Expert knowledge in the handling and circulation of physical and digital classified information and material (including in particular Crypto, Armament, and Classified Weapons).
  • International Frameworks: Proficiency in NATO, OCCAR, and EU Military regulations, specifically regarding the treatment of marked materials and information.
  • Stakeholders management: Proven experience in negotiation, influence and difficult stakeholders management.
Expected qualifications
  • Proven ability to work and interact with high‑level state representatives and international military organizations.
  • Strong leadership skills with the ability to influence and drive results in a matrix organization.
  • Experience in project management for defense programs (PM certification).
Highly appreciated background
  • Professional background within the DGA (Direction Générale de l’Armement) or the DRSD (Direction du Renseignement et de la Sécurité de la Défense), particularly in industrial and classified environment.
  • Experience in contract management of complex military programs.
  • Experience as a Security Officer (Officier de Sécurité) within a company manufacturing military products under a Facility Security Clearance. Your experience must go beyond site guarding and include the management of complex military programs.
Language
  • Fluency in English and French is mandatory.
  • Proficiency in German or Spanish is a plus.
