Anotech in Normandy, France is seeking a LOTO Specialist / Pre-Commissioning Supervisor to support site activities during construction, pre-commissioning and commissioning for a major green hydrogen project in Saint-Jean-de-Folleville. • Good technical understanding of Piping, Electrical and Instrumentation systems.
• Fluent English is essential.

Responsabilités

• Oversee the implementation and execution of LOTO isolation and tagging procedures.
• Develop, review and audit LOTO isolation packages and isolation boundaries.
• Ensure proper verification of zero-energy states before intervention.
• Coordinate isolation activities in close collaboration with HSE, construction and pre-commissioning teams.
• Ensure compliance with site safety procedures and international industrial safety standards.
• Participate in and support Permit to Work (PTW) audits and high-risk activities.
• Supervise multi-technical pre-commissioning activities across Piping, Electrical and Instrumentation.
• Monitor contractor activities, progress and compliance with project safety and quality requirements.
• Support line walks, loop checks and troubleshooting activities during pre-commissioning and start-up.
• Ensure that technical isolation requirements are correctly implemented across the different disciplines.
• Support commissioning and start-up teams when required.
• Work closely with project, construction, HSE and commissioning teams to ensure safe and efficient execution of activities.
• Monitor contractors and ensure compliance with project HSE, quality and technical standards.
• Identify safety or technical issues and coordinate the necessary corrective actions.
• Contribute to the safe transition between construction, pre-commissioning and commissioning phases.

Job Description

As part of a major green hydrogen industrial project in Normandy, France, we are looking for a LOTO Specialist / Pre-Commissioning Supervisor to support site activities during the construction, pre-commissioning and commissioning phases. The role will focus on the safe management and coordination of Lock Out Tag Out (LOTO) activities, while supervising multi-technical pre-commissioning activities across Piping, Electrical and Instrumentation disciplines. The position is based in Saint-Jean-de-Folleville, Normandy, France, for an estimated duration of 6 to 12 months.

Position Overview

Working closely with the Site Project, HSE and Pre-Commissioning teams, the LOTO Specialist / Pre-Commissioning Supervisor will be responsible for ensuring that isolation, tagging and safety procedures are properly developed, implemented and monitored throughout the project.The position requires a strong field-oriented profile with solid experience in LOTO, HSE and pre-commissioning activities within complex industrial facilities.

Key Responsibilities

LOTO & Safety Management

Requirements

• Minimum 8 years of relevant field experience in industrial environments.
• Strong hands-on expertise in Lock Out Tag Out (LOTO) and isolation management.
• Proven experience during pre-commissioning and/or commissioning phases.
• Good technical understanding of Piping, Electrical and Instrumentation systems.
• Experience in Oil & Gas, Industrial Gas or other complex process industries.
• Strong knowledge of HSE requirements and Permit to Work processes.
• Previous experience with a major industrial gas operator or large EPC environment would be a strong advantage.
• Fluent / professional English is essential.
