Qualifications

About the Role

A fast-growing deep-tech R&D organisation is expanding its European presence and building a new R&D team in Paris. We are seeking an experienced HR & Talent Operations Manager who will be responsible for establishing the hiring structure and supporting the setup of the team from the ground up. This role is highly strategic and requires someone who can operate independently, understands cross-border hiring, and is comfortable working in a fast scaling environment.

Key Responsibilities
  • Build and implement recruitment strategy for the Paris R&D centre
  • Partner with hiring managers to define roles, screen candidates, conduct interviews, and drive end-to-end hiring process
  • Manage HR operations locally including onboarding, employment documentation, offer letters, compliance checks, payroll coordination and HR policies
  • Advise management on local employment laws, labour regulations, talent market insights and best practices in France (and ideally wider EU)
  • Establish HR frameworks, compliant processes and internal guidelines from scratch
  • Support workforce planning and develop the talent pipeline for growth phases
  • Serve as primary bridge between European team and Chinese HQ stakeholders
Requirements
  • Proven HR / Talent Acquisition experience in France
  • Strong knowledge of French employment regulations, labour compliance, hiring process, contract types, HR administration
  • Native / fluent Chinese (Mandarin) AND fluent English is mandatory
  • Ability to communicate directly with stakeholders in China
  • Experience in building HR structure in a new site or startup environment is highly preferred
  • Intelligent, independent, structured, proactive working style
  • Highly organised, reliable and able to manage multiple stakeholders cross-functionally
  • Experience in tech, software or engineering industry is a plus
  • EU / France work authorisation required
