Job summary

Harmattan AI is building an autonomous procurement function from the ground up in Paris. You will own indirect sourcing across non-production categories, establish governance, and lead CAPEX procurement for a fast-growing defense tech company.

You will collaborate with Finance, Engineering, Operations, and HR to implement category strategies, manage supplier panels, and drive cost savings while ensuring compliance and strategy alignment across the business.

Qualifications

• Ability to build category strategies and governance for indirect procurement.
• Proven track record in negotiating contracts across MRO, facilities, IT, and services.
• Experience managing CAPEX procurement and infrastructure investments.
• Strong analytical skills including TCO modeling and spend analysis.

Responsibilities

• Own indirect sourcing strategy across all non-production categories: MRO, facilities, IT hardware and software, professional services, marketing & communications, travel, and CAPEX.
• Define and implement sourcing plans by category with market analysis and supplier segmentation.
• Build and maintain a supplier panel for indirect spend with governance and value-for-money.
• Establish governance frameworks: purchasing policy, approval thresholds, preferred supplier lists.
• Ensure traceability of indirect spend and report savings, risks, and category performance.
• Lead RFQs and competitive tenders for indirect categories and CAPEX.
• Negotiate contracts, frameworks, and SLAs with suppliers up to defined thresholds.
• Conduct TCO analyses to support investment decisions.
• Challenge internal demand and specifications to optimize cost and value.
• Lead CAPEX procurement from expression of need to contract execution.
• Coordinate with Finance to align procurement with budgets.
