NTU International seeks a Non-Key Expert – Forestry, Climate Change & Biodiversity to support technical assistance for EU-funded programmes in the Pacific, with Papua New Guinea as the primary assignment and potential missions across the Pacific region.

The candidate should have a university degree (postgraduate preferred), at least 6 years of relevant experience in developing countries, and excellent English communication. Travel ability to remote areas is expected within the Pacific.

Non-Key Expert – Forestry, Climate Change & Biodiversity

NTU International is preparing a proposal for the project “Technical Assistance for Support Measures – Cooperation Facility for Papua New Guinea and the Pacific Island Countries.”

The overall objective of the assignment is to facilitate the implementation of EU-funded programmes in the Pacific partner countries, including Papua New Guinea, by providing technical assistance and technical support to the EU Delegation to the Pacific for the programming, implementation, monitoring, review and evaluation of EU development cooperation operations, as well as by supporting coordination and dialogue with partner-country institutions and other stakeholders.

The contract is expected to start on 1 February 2027 and will have an implementation period of 36 months. The primary location of the assignment is Papua New Guinea, with potential missions within the Pacific region.

In this context, NTU International is seeking a qualified Non-Key Expert – Forestry, Climate Change & Biodiversity to support technical assistance assignments related to sustainable forest and natural resources management, biodiversity conservation, climate change mitigation and adaptation, and environmental sustainability.

Qualifications and Skills:

• University degree, preferably at postgraduate level, in a field relevant to the assignment, such as forestry, environmental sciences, natural resources management, biodiversity conservation, ecology, climate change, environmental management, or a related discipline.
• Excellent written and oral communication skills, including proven ability to draft high-quality documents and reports and communicate ideas in a culturally sensitive context.
• Strong knowledge of forestry, climate change, biodiversity and/or natural resources management, preferably contextualised to Papua New Guinea and the Pacific region.
• Ability to work independently as well as effectively within multidisciplinary and multicultural teams.
• Depending on the assignment, willingness and ability to travel internationally and locally, including to remote areas.

General Professional Experience:

• Minimum 6 years of professional experience working in developing countries in relevant fields such as forestry, climate change, biodiversity, environmental management and/or natural resources management.

Specific Professional Experience:

• Sustainable forest management, forest conservation and/or forest restoration.
• Biodiversity conservation and ecosystem management.
• Climate change adaptation and mitigation.
• Nature-based solutions and ecosystem-based approaches.
• Sustainable land and natural resources management.
• Environmental and climate policy, programming and institutional strengthening.
• Preparation, implementation, monitoring and/or evaluation of environment and climate-related programmes.

Assets:

• Professional experience in Papua New Guinea and/or the Pacific region.
• Experience in other developing-country contexts.
• Knowledge and experience in at least one EU-funded project.
• Experience working with national or local government institutions, development partners, civil society, local communities and other relevant stakeholders.
• Knowledge of the environmental, climate and biodiversity challenges specific to Small Island Developing States and Pacific countries.

Language Requirements:

• Excellent written and spoken English is required.
