The City of Charlotte seeks an experienced civil engineer to manage and execute all phases of water and wastewater capital projects from programming through construction. You will mentor project managers and lead a team on high-visibility initiatives with multiple concurrent projects, ensuring quality and public transparency.

The role requires a bachelor’s degree in engineering or related field and extensive project management experience in a municipal setting, with proficiency in AutoCAD Civil

  • Seven (7) years of directly related work experience in engineering or construction management.
  • Strong knowledge of project management principles and public-sector projects.

Summary

This position manages and executes all phases of water and wastewater capital projects for the City from inception to completion (programming, planning, design, bids and contract awards, and construction). Work often involves projects with high visibility where public relations and public perception are critical, or a large volume of smaller projects across a diverse array of scenarios. This position serves as mentor and supervisor to project managers or other section personnel and functions as a technical expert related to specialty, both internally and externally.

Salary: $98,289.00 to $109,209.99 commensurate with experience.

Major Duties and Responsibilities
  • Manages and coordinates multiple concurrent projects with allocated staff members, ensuring adherence to standards and quality control measures, monitoring individual work performance, maintaining customer relations, and resolution of conflicts and technical problems.
  • Prepares, coordinates, and/or reviews construction and engineering plans, and designs related to projects; performs or requests modeling, testing, planning, cost estimates, and engineering studies in support of project analysis and design; coordinates locates and surveying needs; manages real estate acquisitions; and creates reports and other documents as needed for project execution.
  • Assists with planning, implementation, and administration of division and program objectives; identifies, analyzes, and prioritizes projects for community equity, customer needs, and cost effectiveness.
  • Serves as a project liaison to the public, property owners, other government agencies, other employees, and City officials regarding assigned projects. Ensures affected parties are informed of the project ramifications and schedule, and that concerns are addressed, and conflicts resolved in a manner clear to all parties.
  • Manages the administrative aspects of projects; prepares and coordinates construction contracts and consulting contracts with the Division Manager; updates project schedules; facilitates project progress meetings; approves invoices and work orders; acquires required permits; and completes closeout documents.
  • Manages projects during construction phases; assists with field decisions; performs periodic site visits; approves change orders and schedule changes; and creates punch‑list items and facilitates final inspection with Construction Supervisor.
  • Performs other varied and complex engineering functions and related job duties as assigned.
Knowledge, Skills & Abilities
  • Knowledge of engineering and construction principles such as project initiation, planning, implementation, and closeout.
  • Skills in communications, both verbally and in writing (including technical reports).
  • Ability to apply fundamental project management principles.
  • Ability to apply direct change control principles to project management and implementation.
  • Ability to lead a project management team.
  • Proficient with (or pertinent knowledge of) AutoCAD Civil 3D, or equivalent software, for the purposes of water and sanitary sewer design, including creation of construction plans and associated profiles.
  • Proficient with Microsoft office products, such as Outlook, Excel, OneNote, and Word, along with construction management scheduling tools.
  • Familiar with GIS software.
Preferred Qualifications
  • Preferred ten (10) years of directly related work experience in civil engineering or municipal capital improvement projects.
  • Three (3) years of supervisory experience.
  • Preferred licensure as a Professional Engineer valid in the State of North Carolina or in another state with the ability to obtain North Carolina licensure within three (3) months.
Minimum Qualifications
  • Bachelor’s degree in Engineering, Construction Management, or a related field from an accredited school.
  • Seven (7) years of directly related work experience in engineering or construction management.
Licenses, Certifications or Registrations
  • Requires a valid driver’s license.
