NTU International is preparing a proposal for the project “Technical Assistance for Support Measures – Cooperation Facility for Papua New Guinea and the Pacific Island Countries.” The main objective is to facilitate EU-funded programmes in the Pacific by providing technical assistance to the EU Delegation to the Pacific, including Papua New Guinea, for programming, implementation, monitoring and evaluation.

Qualifications

• University degree, preferably postgraduate level, in ICT, computer science, information systems, digital transformation, telecommunications, engineering, public administration, or related discipline.
• Excellent written and oral communication skills; ability to draft high-quality documents and reports.
• Strong knowledge of digitalisation and digital transformation, contextualised to Papua New Guinea and the Pacific region.
• Ability to travel internationally and locally, including to remote areas.
• Minimum 6 years of professional experience in developing countries in digitalisation, digital transformation or related fields.

NTU International is preparing a proposal for the project “Technical Assistance for Support Measures – Cooperation Facility for Papua New Guinea and the Pacific Island Countries.”

The overall objective of the assignment is to facilitate the implementation of EU-funded programmes in the Pacific partner countries, including Papua New Guinea, by providing technical assistance and technical support to the EU Delegation to the Pacific for the programming, implementation, monitoring, review and evaluation of EU development cooperation operations, as well as by supporting coordination and dialogue with partner-country institutions and other stakeholders.

The contract is expected to start on 1 February 2027 and will have an implementation period of 36 months. The primary location of the assignment is Papua New Guinea, with potential missions within the Pacific region and, on a case-by-case basis, Timor-Leste.

In this context, NTU International is seeking a qualified Non-Key Expert – Digitalization to support technical assistance assignments related to digital transformation, digital connectivity, e-government, digital public services, ICT development and the integration of digital solutions across development cooperation programmes.

Qualifications and Skills:

• University degree, preferably at postgraduate level, in a field relevant to the assignment, such as information and communication technologies (ICT), computer science, information systems, digital transformation, telecommunications, engineering, public administration, or another related discipline.
• Excellent written and oral communication skills, including proven ability to draft high-quality documents and reports and communicate ideas in a culturally sensitive context.
• Strong knowledge of digitalisation and digital transformation, preferably contextualised to Papua New Guinea and the Pacific region.
• Ability to work independently and effectively within multidisciplinary and multicultural teams.
• Depending on the assignment, willingness and ability to travel internationally and locally, including to remote areas.

General Professional Experience:

• Minimum 6 years of professional experience working in developing countries in digitalisation, digital transformation, ICT, digital connectivity and/or other relevant fields.

Specific Professional Experience:

• Digital transformation strategies and programmes.
• E-government and digital public services.
• ICT policy, regulation and institutional development.
• Digital connectivity and telecommunications.
• Digital infrastructure and information systems.
• Digital platforms, interoperability and data management.
• Digital inclusion and digital literacy.
• Digital solutions for public administration and service delivery.
• Institutional digital capacity assessments and capacity building.
• Preparation, implementation, monitoring and/or evaluation of digitalisation and ICT programmes.

Assets:

• Professional experience in Papua New Guinea and/or the Pacific region.
• Experience in other developing-country contexts.
• Knowledge and experience in at least one EU-funded project.
• Experience working with government institutions, ICT and telecommunications authorities, private sector actors, development partners and local stakeholders.
• Familiarity with the particular challenges of digital connectivity, digital inclusion and access to digital services in Pacific Island Countries and remote communities.

Language Requirements

• Excellent written and spoken English is required.
