Overview
The Chief of Development is responsible for the proper execution of an end-to-end technical development (up to validation & certification) in accordance with the project strategy (as defined by the Project Manager / Director) fulfilling both contractual technical requirements and defined engineering & project QCD objectives, and leveraging existing Alstom platforms. Act as main technical focal point for the customer.
Responsibilities
- With Project Manager / Director and project team (e.g. quality, costs, contracts, planning)
- Implements contracts and project requirements
- Is responsible for Train level Performance & Architecture WP QCD
- Reports on project technical execution, as well as on the impact of technical decisions on full Project QCD
- Escalates project technical level issues and decisions and take key project decisions
- With project development team (i.e. sub-systems team)
- Set and allocate technical and QCD objectives leveraging existing Alstom platforms
- Coordinates and monitors cross-functional objectives, activities and deliverables, Development Planning and Configuration Management
- Performs key cross-functional or technical decisions and trade-offs
- Represents the design authority and ensures product liability and compliance with Alstom standards
- Manage technical risks thanks to mitigation plans
- Reports on project technical and QCD status to Head of Chief Engineers / Global Engineering
- Interacts with sites and métiers to secure efficient and compliant project delivery
Qualifications & Skills
- Balanced skills between general management, technical management and project management
- Strong leadership and ability to federate teams on technical orientations to reach QCD targets
- Demonstrated capacity to lead cross-functional activities and numerous/various stakeholders
- Ability for analysis, problem-solving and efficient decision-making in complex environment
- Ability to work across sites in a multi-cultural environment
