Overview

We are looking for an HSE Officer to join our client CHEC (China Harbour Engineering Company Ltd.) team for the Kotka CAM Plant project. CHEC is a world-renowned international contractor and a leading provider of comprehensive services across the construction industry. CHEC has been engaged as the main contractor for the CAM Plant project in Kotka, responsible for the implementation and construction of the plant. The HSE Officer role is project-based, with an expected duration of approximately one year, and the work is located in Keltakallio, Kotka.

Responsibilities
  • Develop, update, and enforce project-specific Health, Safety, and Environment policies and procedures in compliance with local regulations and international standards (e.g., OSHA, ISO 45001). Align safety strategies with construction methods and project-specific risks to establish an effective management framework.
  • Conduct regular site inspections and risk assessments to identify occupational and environmental hazards (e.g., electrical, working at heights, hazardous substances). Implement corrective and preventive measures, and lead the development and execution of emergency response plans and resource allocations.
  • Organize and deliver HSE training sessions on PPE usage, equipment operation, emergency procedures, and site-specific hazards. Promote a proactive safety culture through toolbox talks, pre-shift briefings, safety campaigns, and awareness initiatives for all personnel.
  • Lead or participate in investigations of incidents, near misses, and non-compliance cases to determine root causes. Recommend and follow up on corrective actions, while maintaining comprehensive incident records and analyzing key safety performance metrics (e.g., TRIR, LTIFR) to drive continuous improvement.
  • Ensure compliance with HSE laws and standards across all project phases, liaise with regulatory authorities during inspections, and manage timely resolution of non-conformance issues. Maintain complete safety documentation, permits, and training records, and support the integration of digital tools (e.g., HSE software, drones, wearables) to enhance safety oversight and data-driven decision-making.
What we expect from you
  • HSE work experience, with a background in construction or industrial projects.
  • Familiarity with Finnish HSE laws and regulations; hands-on site safety monitoring experience required.
  • Proficiency in MS Office software (Word, Excel, PowerPoint) and safety data documentation.
  • Strong communication, coordination, and teamwork skills; able to interface with both site and office teams.
  • Full professional proficiency in English. Fluent Finnish is considered an asset.
