Job summary

Turner & Townsend in Oulu, Finland is seeking an experienced Electrical Owners Representative to join our Data Centre team on-site, overseeing pre-construction through close-out for a hyperscale data centre project for a global technology client.

The role requires lead on electrical design, procurement, construction and commissioning, proactive risk management, and close collaboration with clients, contractors and stakeholders to deliver safety, quality and on-time delivery.

Qualifications

• Bachelor's degree in Electrical Engineering or related field (PMP/LEED a plus).
• 7+ years in electrical construction project management on data center sites.
• Experience with Owner’s Representation and direct client interaction.
• Strong knowledge of electrical design, construction methods, and systems integration.
• Excellent planning, scheduling, budgeting and communication skills; on-site availability.

Responsibilities

We are recruiting for an experienced Electrical Owners Representative to join our Data Centre team in Oulu, Finland.

In this role, you will oversee the pre‑construction, construction, commissioning, and close‑out phases of a hyperscale, state‑of‑the‑art data center project for a global technology client on site.

Responsibilities

• Lead and manage the electrical pre‑construction activities, including constructability in design, procurement and contracts, project planning, budget planning is delivered on time and to the highest quality standards.
• Lead and manage the electrical construction activities, ensuring the project is delivered on time, within budget, and to the highest quality standards.
• Ensure that the electrical designs are aligned with the overall design intent and client expectations, managing any issues that arise during construction.

Pre‑Construction Phase Oversight

• Oversee and assist the design team in constructability and localization in the design focusing mainly on the electrical systems but assist and collaboration with other disciplines.
• Ensure compliance with building codes, regulations, and safety protocols are adhered to.
• Provide technical guidance on electrical system installations, ensuring that contract documents and specifications are relevant to the region.
• Play a pivotal role in the procurement of contractors and vendor.

Construction Phase Oversight

• Manage and supervise electrical subcontractors, vendors, and suppliers, ensuring that work is completed to specification and safety standards.
• Full‑time on‑site presence to conduct inspections and supervise construction activities.
• Ensure construction activities are in full compliance with building codes, regulations, and safety protocols.
• Provide technical guidance and troubleshooting on electrical system installations, ensuring that all work is completed as per the contract documents and specifications.
• Manage health and safety on site.

Owner’s Representation

• Act as the primary point of contact between the client and the construction team for electrical‑related issues.
• Provide advice and recommendations to the client, ensuring their interests are protected throughout the project lifecycle.
• Proactively identify and manage risks related to electrical systems and recommend mitigation strategies.

Qualifications

• A Bachelor's degree in Electrical Engineering or a related field. Professional certifications (e.g., PMP, LEED) are a plus.
• A minimum of 7 years of experience in electrical construction project management on construction sites, which includes experience working on data center construction projects.
• Experience with Owner’s Representation and working directly with clients, contractors, and other stakeholders.
• Strong understanding of electrical design, construction methods, and systems integration.
• Excellent project management skills, including planning, scheduling, and budgeting.
• Proficient in construction management software and tools (e.g., BIM360, Autodesk applications, Primivera P6 etc).
• Excellent communication skills, with the ability to present technical information to both technical and non‑technical stakeholders.
• Highly organized with attention to detail and a commitment to quality.
• Ability to navigate complex stakeholder relationships and manage expectations effectively.
• Client‑focused and proactive in identifying and resolving issues.
• Availability for on‑site work.
