UNDP in Madrid seeks a Local Finance Specialist to advise on subnational public finance and fiscal policy coherence within the PF4SDGs portfolio. You will lead analytical work, support reform design, and coordinate with UNDP country offices, regional bureaux and partners to advance SDG delivery at the local level.

The role requires coordinating with ministries of finance, international partners and Local2030 processes, promoting equitable development and integrated fiscal frameworks.

Qualifications

• Advanced degree in Economics, Law or Public Administration or related field required; PhD is an asset.
• Experience advising ministries of finance and subnational governments on fiscal policy and reform.
• Demonstrated ability to work with UN system, IFIs or development partners on local finance or SDG financing.

Responsabilités

• Provide high-level policy advisory support on subnational public finance and fiscal policy coherence.
• Lead design, implementation and monitoring of subnational fiscal policy coherence reforms.
• Drive thought leadership and knowledge sharing on local finance and fiscal redistribution.
• Represent UNDP in global fora and build partnerships with governments, donors and multi-lateral partners.
• Support management of PF4SDGs portfolio with robust M&E and reporting.
