Organizational Context and Scope

Within the Department of Mobility Pathways and Inclusion (DMPI), the Migration Health Division (MHD), has the institutional responsibility to oversee, support and coordinate IOM’s provision of migration health services globally. Through MHD, IOM delivers and promotes comprehensive, preventive and curative health programmes that are beneficial, accessible, rights-based and equitable for migrants and communities. IOM fosters an enabling environment to advance evidence-informed, inclusive health and migration policies, thereby enhancing migrants’ empowerment, inclusion and resilience, while contributing to improved public health for all. To fulfil its strategic objectives, IOM collaborates with partners to ensure that migrants and communities achieve the highest attainable standard of health and well-being along migration pathways.

The Migration Health Informatics (MHI) unit leads digital transformation and advanced analytics for the Health Assessment Programme of the Migration Health Division (MHD). To strengthen AI tools use and integration into Health Assessment Programme (HAP) activities and IT systems, MHI is establishing an AI team, and the incumbent will provide support for the effective, safe, and ethical use of Artificial Intelligence (AI) in HAP medical workflows and strengthen data management, analytics, and quality assurance at the global level in close coordination with the Migration Health Informatics Manager. The role will support applied AI projects in health informatics, supporting innovation and operational efficiency. Ongoing initiatives include feedback sentiment analysis, health chatbots, electronic job aid tools for clinical coding, diagnosis and treatment recommendations, Power BI Q&A, and computer-aided diagnosis (CAD), as in the Qure AI study for chest X-ray review for Tuberculosis screening.

In close coordination with Migration Health Informatics Manager, the incumbent will assist in reviewing AI Large Language Models (LLMs), Natural Language Processing (NLP) and specialized AI technology stacks such as the already mentioned Qure AI, Cad4TB, Azure Healthcare agent service in Microsoft Copilot Studio, Azure Health AI Actions (incl. Clinical Coder), the Azure Healthcare Orchestrator, the multi-agent Healthcare Agent Orchestrator in Azure AI Foundry and Azure Dragon Copilot, as well as comparable open-source AI models and services.

The selected candidate will work closely with the AI Work Group based in Manila and cooperate with the MHD Senior Health Operations and Compliance Officer and the team promoting AI in MHACs and HAP operations.

Under the overall supervision of the Programme Coordinator (Global Health Assessment Programme) and direct supervision of the Migration Health Informatics Manager, the Artificial Intelligence and Health Informatics Specialist will support the Migration Health Informatics work in cooperation with other colleagues in MHD Teleradiology, MHI Data Quality, Reporting and Research, MHI Software Development, IOM Data Science and IOM Information and Communication Technology (ICT).

Responsibilities

• Support the implementation of approved AI tools (e.g., CAD for CXR) within SOPs, verifying correct positioning in PMHA (Pre-Migration Health Activities) flows. Support with pre-reading, reporting assistance, and QC support in medical workflows, including radiology. Support collaborating on health chatbot development and CAD initiatives (Qure AI project).


• Provide technical support for testing and validating AI models for medical classification, computer-aided diagnosis, and operational quality control. Support the Migration Health Informatics Manager in reviewing AI LLM, and NLP-developed tools.


• Support in the preparation of validation protocols for LLM outputs in close coordination with the Migration Health Informatics Manager; monitor bias and safety as instructed and according to WHO and IOM standards. Participate in responsible AI practices (bias checks, privacy reviews, documentation of model cards). Coordinate with ICT on access control and audit trails.


• Support the development and maintenance of responsible AI governance artefacts, including validation protocols, model cards, risk assessments, human oversight procedures, post-deployment monitoring plans, model drift checks, audit logs, incident escalation pathways, and documentation of known limitations.


• Support the safe use of AI outputs as decision-support tools within defined clinical and operational workflows, ensuring that human review, clinical accountability, clear limitations, DISCLAIMERS, and escalation procedures are documented and maintained.


• Support the integration of AI services into MHD IT workflows and infrastructure such as medical record and patient management systems.


• Assist in technical and functional assessment of commercial and open-source AI solutions, including review of documentation, model limitations, data protection implications, integration feasibility, validation evidence, licensing constraints, and operational suitability for HAP workflows.


• Support with creating and updating analytics and visualization material for HAP statistics, performance, and end-user experience, including Power BI Q&A and other AI visuals usage in reports and dashboards.


• In close coordination with the Migration Health Informatics Manager, assist with AI-in-HAP; support donor/partner updates; and provide inputs to regional/global workstreams.


• Participate in training activities for clinicians, radiographers, and data staff on AI/CAD and LLM use, including their limitations and documentation requirements; help build local super-user capacity.


• Work with the Teleradiology, AI Work Group, MHI teams, and ICT, and collaborate with the Senior Health Operations and Compliance Officer.


• Perform other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

• Master’s degree in Medicine, Radiography, Health Informatics, Computer Science, Data Science, Biomedical Engineering, or a related field from an accredited academic institution with five years of relevant professional experience.; or,


• University degree from an accredited academic institution, with seven years of relevant professional experience.


• Certification, coursework, or demonstrable applied experience in AI/ML, medical imaging informatics, NLP/LLM applications, health data analytics, or responsible AI for health is required.

Experience

• Proven experience with LLM/NLP, computer vision, or time-series analysis;


• Proven experience in the management and processing of large and complex databases;


• Proven experience in Microsoft Synapse or Fabric data analytics is an advantage;


• Experience or practical knowledge of MLOps/LLMOps practices; and,


• Experience working with sensitive health data, electronic medical records, clinical workflows, medical imaging data, health data standards, or health information systems is desirable.

Skills

• Ability to work with programming languages such as SQL, Python, or R;


• Proficiency in data science and ML frameworks;


• Knowledge of health data standards and medical terminologies such as HL7/FHIR, ICD, SNOMED CT, LOINC, DICOM and/or PACS/RIS workflows is an advantage;


• Desirable background in global health and migration.; and,


• Desirable background in open-source or commercial AI technology stacks (i.e. BioGPT, ClinicalBERT, Azure Health AI Actions, Healthcare Agent Service, and MS Copilot Studio).

Languages
