Job summary

CONCITO in Copenhagen hosts the Global Offshore Wind Alliance (GOWA) Secretariat and seeks an experienced Policy and Programmes Manager. You will lead strategic workstreams, deliver policy outputs, and engage with governments and partners to advance offshore wind adoption globally.

The role combines policy development, market analysis, stakeholder engagement and project leadership. You will manage consultants and coordinate cross‑sector collaboration in a fast-paced international environment.

Qualifications

  • Minimum 5 years of relevant professional experience.
  • Experience in offshore wind sector.
  • Experience developing policy papers, briefing notes, reports and strategic recommendations.
  • Experience leading projects, programmes or strategic workstreams.
  • Strong analytical and research skills.
  • Advanced Excel skills and experience working with quantitative datasets.
  • Experience managing consultants, research providers or external contractors.
  • Excellent written and verbal communication skills in English (GOWA working language).

Responsibilities

  • Lead the delivery of assigned GOWA strategic priorities and workstreams.
  • Develop and manage workplans, timelines, deliverables and budgets where appropriate.
  • Coordinate contributions from governments, consultants, industry representatives and partner organisations.
  • Manage external consultants and research providers to ensure timely delivery of high-quality outputs.
  • Track progress against agreed objectives and identify opportunities, risks and mitigation measures.
  • Produce high-quality policy papers, briefing and meeting notes, strategic reports and knowledge products.
  • Monitor offshore wind policy, regulatory and market developments globally.
  • Prepare updates and recommendations for the Executive Director, and co-founders.
  • Support fundraising activities, concept development and donor reporting where required.
  • Maintain and further develop GOWA's Government Engagement Tracker and support country engagement planning.

About Us

The Global Offshore Wind Alliance (GOWA) is a government-led, multi-stakeholder alliance dedicated to accelerating the global deployment of offshore wind in support of climate, energy security and economic development goals.

Co-founded by the Government of Denmark, IRENA and the Global Wind Energy Council (GWEC), GOWA brings together governments, industry, international organisations and civil society to support the enabling conditions required for offshore wind deployment globally, particularly in emerging and developing markets.

GOWA works at the intersection of diplomacy, policy, finance and international cooperation to help translate offshore wind ambition into implementation through knowledge sharing, strategic engagement and coordinated action.

Who we are looking for

We are seeking an experienced and motivated offshore wind professional to join the GOWA Secretariat as Policy and Programmes Manager.

Reporting to the Executive Director, the successful candidate will play a leading role in delivering key GOWA strategic priorities and workstreams, while providing technical, policy and analytical expertise to support GOWA's global activities.

The role combines programme delivery, policy development, market analysis and stakeholder engagement. The successful candidate will lead assigned workstreams, manage consultants and external studies, develop policy and analytical outputs, and support engagement with governments and strategic partners.

The role requires a strong understanding of offshore wind markets, policy frameworks and deployment challenges, as well as the ability to translate complex information into practical insights and recommendations. The successful candidate will be a proactive self-starter who is comfortable taking ownership of complex workstreams, working independently with limited supervision, and driving projects forward from concept to delivery.

As part of a small, high-impact and fast-paced Secretariat, the successful candidate will be expected to show initiative, identify opportunities, solve problems proactively, and confidently progress work while keeping colleagues appropriately informed.

Key Responsibilities
  • Lead the delivery of assigned GOWA strategic priorities and workstreams.
  • Develop and manage workplans, timelines, deliverables and budgets where appropriate.
  • Coordinate contributions from governments, consultants, industry representatives and partner organisations.
  • Manage external consultants and research providers to ensure timely delivery of high-quality outputs.

Skills and Qualifications
  • Minimum 5 years of relevant professional experience.
  • Demonstrated experience working in the offshore wind sector.
  • Experience developing policy papers, briefing notes, reports and strategic recommendations.
  • Experience leading projects, programmes or strategic workstreams.
  • Strong analytical and research skills.
  • Advanced Excel skills and experience working with quantitative datasets.
  • Experience managing consultants, research providers or external contractors.
  • Excellent written and verbal communication skills in English (GOWA working language).
  • Strong organisational skills with the ability to manage multiple priorities simultaneously.
  • Ability to work independently in a fast-paced international environment.

Location and Travel

The role is full-time and based in our offices in Copenhagen. It will require flexibility and may on occasions require work out of hours and travel overseas. You will report to the Executive Director and will interact with across the secretariat and with co-founders.
