Overview

POSITION TITLE (Oracle title): SENIOR ADMINISTRATOR

WORKING TITLE: Routing Manager

SCHOOL/DEPARTMENT: Transportation

LOCATION: Crossroads III, Cary, NC

PAY GRADE: Senior Administrator Band 3

FLSA STATUS: Exempt

ELIGIBILITY FOR EMPLOYMENT CONTRACT: No

WORK WEEK SCHEDULE: Monday-Friday (occasional evenings and weekends) Position is available for Hybrid Telework workweek

POSITION PURPOSE: Ensures an efficient and proven (on-time) routing system for Wake County Public School System (WCPSS) Transportation offices. Assists the Director in overseeing the planning, development, and coordination of stops, runs, and routes created using the Transportation Information Management System (TIMS) and Global Positioning System (GPS). Develops and produces management reports to prove job performance and accountability of each district office.

MINIMUM QUALIFICATIONS:
  • Extensive knowledge of information systems and vehicle routing/scheduling software systems;
  • Considerable knowledge of Microsoft Office, specifically Microsoft Word, Excel, PowerPoint; Google Apps;
  • Knowledge of Geographic Information Systems (GIS), GPS, and related vehicle tracking technology;
  • Knowledge of routing strategies, fleet utilization, and scheduling;
  • Demonstrated aptitude working with peers in developing processes and procedures to achieve organization goals and objectives;
  • Ability to manage and prioritize work assignments of staff to ensure a timely and accurate work product;
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
  • Ability to positively communicate with internal and external customers and promote a culture of outstanding customer service that fosters customer satisfaction;
  • Ability to conduct training on routing software system and processes;
  • Ability to organize and analyze data and statistics to identify problems and devise innovative solutions;
  • Ability to display critical or pertinent management information in a report format;
  • Ability to establish and maintain effective working relationships with school officials, school administrators, support staff, central office staff, and parents.
EDUCATION, TRAINING, AND EXPERIENCE
  • Bachelor’s degree from accredited college in Operations Research, Mathematics, Transportation Engineering, Information Systems, Business Administration, or closely related field;
  • Five years of experience with vehicle routing and scheduling software system;
  • Demonstrated leadership experience.

An equivalent combination of education and relevant experience sufficient to successfully perform the essential duties of the job.

CERTIFICATION AND LICENSE REQUIREMENTS
  • Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements.
PREFERRED QUALIFICATIONS:
  • School transportation experience;
  • Large scale logistics planning experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Responsible for the oversight of safe, efficient, and proven (on-time) routing of student transportation vehicles.
  2. Assists the Director in overseeing the planning, development, and coordination of stops, runs, and routes created using TIMS and GPS; reviews route audits and ensures that TIMS and GPS are up to date and accurate.
  3. Accountable for staying up to date on state yellow bus guidelines and ensuring departmental compliance.
  4. Responsible for the maintenance and oversight of all software systems as assigned by the Director or Senior Director.
  5. Creates and implements new processes and procedures in order to maximize the success of routes and student transportation.
  6. Provides technical support to all Transportation staff.
  7. Develops and produces management reports to prove job performance and accountability of each district office.
  8. Resolves difficult routing issues and conflicts.
  9. Performs route design, mapping, and service change analysis.
  10. Performs other related duties, as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, students, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires driving automotive equipment, as ravel throughout Wake County is required to schools, central service offices, and other locations within Wake county.
