Job Profile:
In cooperation with the Director, the Country Manager leads and oversees the identification, development, appraisal, approval, and implementation of Public Sector projects. The position contributes to the development of policies and strategies in the portfolio countries and supports the achievement of regional and departmental objectives. The Country Manager is responsible for identifying and recommending options for optimal deployment of financing resources, including developing, implementing, and monitoring country strategies and business plans. The role also involves managing relations with portfolio countries and partners.
Duties and Responsibilities:
Policy development and implementation
- Conducts assessments for portfolio countries to support strategy development.
- Leads preparation of country partnership strategies and business plans.
- Coordinates annual work plans aligning with regional and departmental goals.
- Collaborates with other departments on project, strategy, and policy matters.
Project cycle (Development and processing)
- Supports project identification, screening, and pipeline development.
- Evaluates financing opportunities and supports project appraisals.
- Coordinates project lifecycle activities from identification to implementation.
- Ensures legal documentation is concluded timely and supports project execution.
- Facilitates procurement, disbursement, and project monitoring.
- Develops practical solutions for project implementation challenges.
- Participates in knowledge sharing and coaching activities.
Partners and Relationships Management
- Maintains and expands relationships with governments, agencies, and partners.
- Maximizes co-financing opportunities and resource mobilization.
Qualifications and Experience:
- Master's degree in Economics, Finance, Engineering, or a related field.
- At least five years of relevant professional experience.
- Preferably two years in an international development institution.
- Fluent in English and French; knowledge of Arabic, Portuguese, or Spanish is advantageous.
