UNOPS Colombia seeks a Technical Advisor - Environmental Facilitator to accelerate the execution of National Biodiversity Strategies and Action Plans (NBSAPs) in line with the Global Biodiversity Framework. The role connects the host government with the NBSAP Accelerator Partnership, identifying priorities, mobilizing support, and fostering cross‑sector collaboration.

  • Advanced degree in environmental science or related field.
  • Bachelor’s or equivalent with two additional years of relevant experience may be accepted.
  • 7–10 years of biodiversity conservation, project management, facilitation and stakeholder engagement experience required.

Responsabilidades

  • Assess the NBSAP landscape: priorities, capacity needs, and implementation challenges; map stakeholders and facilitate multi-stakeholder dialogues.
  • Develop a comprehensive work plan for NBSAP implementation support with the host government.
  • Mobilize support by identifying needs for technical capacity, finance, and political will; help prepare support requests.
  • Coordinate actions to align initiatives with a Whole of Government/Whole of Society approach.
  • Monitor progress and prepare periodic reports on NBSAP implementation; submit quarterly financial reports.

Organizational context: The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development within the UN system. The NBSAP Accelerator Partnership, a country-led initiative, aims to support the development and implementation of ambitious National Biodiversity Strategies and Action Plans (NBSAPs) to achieve global biodiversity goals. This role is embedded within relevant ministries or regional institutions in Colombia.

Job purpose: The Technical Advisor - Environmental Facilitator serves as a crucial link between the host government in Colombia and the NBSAP Accelerator Partnership. The primary purpose of this role is to accelerate the implementation of National Biodiversity Strategies and Action Plans (NBSAPs) in alignment with the Global Biodiversity Framework. This involves facilitating the identification and prioritization of NBSAP needs, mobilizing necessary support, fostering collaboration among diverse stakeholders, and promoting a 'Whole of Government' and 'Whole of Society' approach to ensure effective and sustainable biodiversity conservation efforts. The facilitator will act as a bridge, ensuring seamless communication and coordination.

Responsibilities: The role involves assessing the NBSAP landscape by identifying biodiversity priorities, capacity needs, and implementation challenges, including stakeholder mapping and facilitating multi-stakeholder dialogues. A comprehensive work plan for NBSAP implementation support will be developed with the host government. The facilitator will mobilize support by identifying specific needs for technical capacity, financial resources, and political will, assisting in developing support requests, and submitting them to relevant platforms. Coordination of action is key, fostering alignment among initiatives for a 'Whole of Government' and 'Whole of Society' approach, supporting national NBSAP implementation structures, sharing best practices, and coordinating knowledge exchange. Monitoring and progress control include maintaining regular communication with national focal points and the Country Engagement Coordinator, preparing periodic reports on NBSAP implementation status, and submitting quarterly financial reports.

Education: An advanced university degree (Master’s or equivalent) in environmental science, biodiversity conservation, natural resource management, or a related field is required. A first-level university degree (Bachelor’s or equivalent) in a related discipline, combined with two additional years of relevant experience, may be accepted.

Work experience: A minimum of 7-10 years of relevant experience in biodiversity conservation, project management, facilitation, and stakeholder engagement is required. Proven experience working effectively with government institutions, civil society, and international partners is essential. Experience with NBSAPs and the Convention on Biological Diversity is also required.
