IOM in Bogotá seeks a Supply Chain Officer to manage end-to-end supply chain activities, including procurement, warehousing, transport, and distribution for beneficiaries. You will ensure compliance with UN regulations, optimize processes, and lead a diverse team.

The role requires strategic planning, market analysis, vendor relations, and strong communication, working under the CO, RO, and HQ guidance to support migrants.

Formación

  • Master’s degree in business or related field with 2 years’ relevant experience.
  • Master’s degree in supply chain/logistics with focus on procurement.
  • Experience in managing vendors and procurement processes.
  • Strong knowledge of UN/IOM procurement rules and financial practices.

Responsabilidades

  • Coordinate and monitor procurement transactions and tender processes.
  • Oversee procurement, warehouse, transport, fleet, assets and facilities.
  • Provide guidance and training to SCM staff and ensure policy compliance.
  • Review procurement requests, evaluate vendor performance and bid fairness.
  • Collaborate with program teams and prepare progress reports for management.

Organizational context

The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. The Supply Chain Officer role operates under the Chief of Mission and Resources Management Officer, collaborating with the Regional Office and Headquarters Supply Chain Division. The position is accountable for supply chain activities to ensure timely and cost-effective delivery of goods and services to beneficiaries.

Job purpose

The Supply Chain Officer is responsible for managing and executing supply chain activities to ensure the efficient and timely delivery of quality goods and services to IOM beneficiaries. This involves strategic planning, market analysis, and coordination of all supply chain functions, including procurement, warehousing, transport, and distribution. The role aims to identify and resolve bottlenecks, optimize processes, and maintain strong vendor relationships. By ensuring compliance with IOM policies and UN regulations, the officer contributes to the overall effectiveness of the Country Office's operations and its mission to support migrants.

Responsibilities

The Supply Chain Officer will contribute to strategic supply chain planning, conduct market research, and assess logistics capacity. Responsibilities include coordinating and monitoring all supply chain tasks such as planning, budgeting, and provision of goods/services, and preparing progress reports. The role involves managing procurement, warehouse operations, transportation, fleet, assets, and facilities, while providing guidance and training to staff. Identifying and resolving supply chain bottlenecks to ensure efficient delivery to beneficiaries is key. The officer will review procurement requests, evaluate vendor performance, solicit bids, and oversee procurement transactions. Collaboration with program management on tender processes and ensuring fair, transparent bidding is required. Reporting to CO, RO, and HQ, and establishing internal controls to safeguard assets and prevent fraud are also core duties. Additionally, supporting facility maintenance, training SCM staff, and participating in UN inter-agency meetings are expected.

Education

A Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field with two years of relevant experience, OR a Bachelor’s degree in the same fields with four years of relevant professional experience. Universities must be accredited and listed in the UNESCO World Higher Education Database.

Work experience

Required experience includes managing diverse procurement and logistics operations. Demonstrated experience in training and supervising teams, as well as managing vendors and suppliers, is also essential.

Skills

Extensive knowledge of IOM/UN procurement and financial rules; excellent computer literacy, Oracle knowledge is an advantage; sound judgment and decision-making skills; efficiency, flexibility, professionalism, and ability to meet deadlines; leadership, management, and coordination capacity; strong communication and interpersonal skills; ability to work effectively in multicultural environments.
