This role, under the supervision of the Emergency Coordinator, supports the National Shelter and Settlements Cluster in Colombia by coordinating and monitoring administrative, operational, and information management activities. The position facilitates liaison with partners and stakeholders, monitors workplan implementation, and provides recommendations.
Job purpose: The Senior Shelter and Settlements Cluster Associate plays a crucial role in supporting the National Shelter and Settlements Cluster in Colombia. The primary purpose of this role is to ensure effective coordination and monitoring of all administrative, operational, and information management activities within the cluster. This involves fostering strong relationships with cluster partners, government counterparts, and other humanitarian actors. The incumbent will monitor the progress of agreed activities and workplans, analyze operational data, and provide strategic recommendations to enhance the cluster's effectiveness. By compiling, analyzing, and presenting information on emergency preparedness, shelter and site management, population movements, and community engagement, the role contributes to a more organized and responsive humanitarian effort in Colombia, ensuring alignment with established cluster plans and IOM procedures.
Responsibilities: Key responsibilities include supporting the coordination of administrative and operational arrangements for cluster meetings and working groups. The role involves assisting in the collection, consolidation, and submission of cluster inputs, monitoring timelines, and highlighting follow-up issues. Maintaining effective communication with cluster partners and facilitating information exchange is essential. The incumbent will monitor the implementation of workplans and coordination activities, analyze partner information to identify gaps and needs, and prepare recommendations. Collaboration with other humanitarian sectors and clusters, outreach to diverse organizations, and support for data collection, analysis, and reporting are also critical. The role will contribute to preparedness initiatives, conduct capacity‑building activities, promote technical standards, and assist in preparing various communication materials.
Education: A Bachelor’s degree in a relevant field (e.g., International Relations, Engineering, Planning, Administration, Humanitarian Affairs) from an accredited institution with five years of professional experience is required. Alternatively, a High School diploma with seven years of relevant professional experience is acceptable. Accreditation of universities will be verified through the UNESCO World Higher Education Database.
Work experience: Required experience includes supporting humanitarian coordination mechanisms, clusters, or sectoral working groups. Experience in emergency preparedness, humanitarian response, or displacement programming is necessary. Proficiency in information management, reporting, monitoring, or data analysis is essential. Experience working with government institutions, UN agencies, NGOs, and humanitarian actors is required. Experience in Colombia or similar complex humanitarian settings is advantageous, as is experience in drafting reports and strategic documents.
Skills: Key skills include strong coordination and organizational abilities, excellent drafting and communication skills, and robust analytical and problem‑solving capabilities. Proficiency in Microsoft Office 365 is required. The ability to work effectively under pressure, manage competing priorities, and adapt to multicultural environments is also essential.
