Afci is seeking a senior project advisory lead to oversee our Regions Initiative in Colombia, coordinating cross‑functional teams and ensuring alignment with local and national activities. You will design and monitor capacity development for migrants and vulnerable groups, while managing budgets and reporting to the contracting authority.

• University degree in Economics, Social Sciences, Applied Economics, Public Management, or Project Management.
• Spanish language proficiency at CEFR C1 level.
• 10 years of professional experience in migrant inclusion and vulnerable populations.
• 5 years collaborating with public and private sector stakeholders.
• 7 years promoting employment or self-employment for migrants.
• 5 years capacity development for migrants and vulnerable groups.
• 5 years of management experience with at least 3 staff.
• 5 years experience in Valle del Cauca.
• 4 years in development cooperation projects.
• 3 years experience PPPs or integrated development partnerships.
• 3 years implementing projects with a gender perspective.

Responsabilidades

• Overall responsibility for the contractor’s advisory work packages.
• Ensuring coherence and complementarity of services with other activities.
• Design, implementation, monitoring, and evaluation of capacity development.
• Managing cross-cutting issues (e.g., gender equality).
• Team leadership and supervision of missions and staff.
• Monitoring and reporting to the contracting authority.
• Knowledge management of implemented activities.
• Preparation and submission of regular reports.
• Financial planning and monitoring funds with the GIZ commission manager.
• Oversight of local subsidies and procurement processes.
• Supporting adaptation of project design and follow‑up phases.
• Coordination with other donors and the German Embassy.
• Management of local grants within subsidies framework.
