RMGS, Inc. seeks experienced Independent Contractors for Sanctions Control Expertise to support the U.S. Department of State’s Export Controls and Border Security program in Armenia. The position is contingent upon contract award and requires extensive international travel.

The role focuses on developing and delivering training on customs enforcement, border security operations, and export control implementation, with strong emphasis on interagency coordination and technical advisory support.

Formación

• 10+ years field experience in U.S. border security operations.
• 5+ years experience developing and delivering training.
• 2+ years experience training foreign officers.
• Demonstrated record of delivering training overseas.
• Ability to operate in austere environments and travel internationally.

RMGS, Inc. seeks experienced Independent Contractors for Sanctions Control Expertise to support the U.S. Department of State’s Export Controls and Border Security program in Armenia. This position is contingent upon contract award.

Roles and Responsibilities

• Develop, tailor, and deliver training on customs enforcement, border security operations, and export control implementation.
• Provide technical advising and support for regulatory development, operational procedures, and interagency coordination.
• Conduct assessments, site visits, surveys, and consultations to evaluate current capabilities and identify enhancements.
• Support logistical and training facilitation, including multilateral events, conferences, and symposia.
• Provide subject‑matter input for interpretation, translation needs, study visits, and associated technical engagements.
• Collaborate with EXBS, Armenian Government counterparts, and interagency partners to meet mission objectives.
• Provide expertise in the following: customs and cargo targeting, vehicle and cargo inspection practices, inspection and image analysis, green border surveillance and border operation, export control system development, and protection of sensitive and dual‑use technologies.

Required Qualifications and Experience

• 10+ years of field experience in U.S. border security operations (e.g., Customs, Border Patrol, HSI, BIS, DOJ, USCG, military).
• 5+ years experience developing and delivering training.
• 2+ years experience training foreign officers.
• Demonstrated record of delivering training overseas.
• Ability to operate in austere environments and travel internationally.
• Ability to obtain and maintain a Secret clearance.
• Accreditation to deliver World Customs Organization training strongly preferred.
• Strong skills in program-level reporting, performance metrics, and project execution.
• Excellent oral and written communication skills.
• Frequent international travel to support partner-nation training and consultations.
• Must maintain a valid U.S. passport; visa support provided.
• Travel authorized and reimbursed per Federal Travel Regulations.
