United Nations Verification Mission in Colombia (UNVMC) seeks an Information Systems Officer to plan, direct, and oversee major information systems across the mission. Organizational context: This Information Systems Officer position is based in Bogota within the United Nations Verification Mission in Colombia (UNVMC). The role reports to the Chief Field Technology Unit, operating under the Operations and Resource Management Section within the Mission Support Division, contributing to the mission's technological infrastructure.
Job purpose: The Information Systems Officer is responsible for planning, directing, and overseeing all major information systems within the UN Verification Mission in Colombia. This includes managing system analysis, design, development, testing, and implementation of new systems, as well as maintaining and upgrading existing ones. The role involves developing technical specifications for procurement, recommending strategies for global information systems, and ensuring adherence to standards and procedures. Additionally, the officer provides specialized user advice, troubleshoots complex issues, develops training materials, and creates disaster recovery plans. The position also entails leading the team in managing internet-working systems, ensuring proper backup and recovery, and handling contract administration with vendors, ultimately ensuring the efficient and effective operation of the mission's IT infrastructure.
Responsibilities: The Information Systems Officer will plan and direct major information systems, overseeing their analysis, design, development, testing, and implementation. Responsibilities include managing the Field Technology Unit's budget, formulating allocations, and controlling expenditures. The role involves developing technical specifications for procurement and evaluating offers. The officer will recommend strategies for implementing global information systems and establish/monitor IT standards, guidelines, and procedures. Key duties include developing system specifications, providing user support and advice, translating user requirements into applications, and managing system integration. Maintenance, upgrades, troubleshooting, and support for existing systems are crucial. The role also encompasses developing training materials, user manuals, and disaster recovery plans. Leadership is required for the internet-working and infrastructure team, including operation, maintenance, backup/recovery procedures, and contract administration with vendors.
Education: A high school diploma or equivalent is required. ITIL Foundation V4 or V5 certification is mandatory. PRINCE2 Foundation & Practitioner, foundational cloud technology certification (Azure, AWS, GCP), and foundational Generative AI training are desirable.
Work experience: A minimum of ten years of progressive experience in planning, developing, implementing, and maintaining computer information systems is required. This is reduced to five years with a first-level university degree. Experience in budget management, staff supervision, service contracts, and performance reporting is desirable. Experience with ERP systems and in field operations within international organizations is also desirable.
