This role is situated within the Human Resources Section of the Division of Administration in Santiago, Chile, reporting to the Chief of the Division.
Job purpose: The Chief of Human Resources Section is responsible for planning, organizing, managing, and supervising the unit's work, while developing and implementing new HR policies and practices to meet organizational needs. This role involves advising senior management on all HR matters, including strategic issues, staff appointments, and staff-management relations. The position also entails representing the organization in negotiations and inter-agency bodies, overseeing recruitment and placement strategies, managing entitlements, and promoting staff development and career support. Additionally, the role involves handling staff welfare, disciplinary matters, job classification, salary surveys, and utilizing data for planning and decision-making.
Responsibilities: Key responsibilities include managing and supervising the Human Resources Section, developing and implementing HR policies and practices, and ensuring their consistent application. The role involves advising senior management on HR policies, procedures, and strategic issues, as well as providing policy advice on staff appointments, movement, and staff-management relations. The Chief will represent the organization in negotiations with staff and inter-agency bodies. Core duties encompass identifying recruitment needs, developing and executing recruitment strategies, and ensuring timely post filling. This includes approving vacancy announcements, overseeing recruitment submissions, and participating in high-level interviews. The position also manages the Internship Programme, monitors and ensures the implementation of entitlements, and proposes changes to conditions of service. Furthermore, it involves designing and promoting staff development and career support programs, providing performance management advice, and assisting with the Performance Management and Development System. Other duties include advising staff on rights and responsibilities, monitoring staff welfare, managing disciplinary matters, mediating conflicts, reviewing job classifications, conducting salary surveys, and coordinating duty station classifications. The role also requires preparing policy papers and leading data analysis for informed decision-making.
Education: An advanced university degree (Master’s or equivalent) in human resources management, business or public administration, social sciences, education, or a related field is required. A first-level university degree with two additional years of qualifying experience may substitute for the advanced degree.
Work experience: A minimum of ten years of progressive experience in human resources management or administrative services is required. This includes at least six years of experience within the United Nations or a similar international organization, and experience in monitoring HR data and reporting to senior management. Experience advising senior managers on administrative and strategic matters, and in data analytics, is desirable.
