Jobbeschreibung

The United Nations Environment Programme (UNEP) is looking for a Programme Management Officer, P3, based in Geneva, Switzerland. The position is in the Economics Division, Chemicals and Health Branch, of the Secretariat of the Special Programme.

The Special Programme provides support to developing countries and countries with economies in transition to enhance their sustainable institutional capacity to develop, adopt, monitor and enforce policy, legislation and regulation for effective frameworks for the implementation of the Basel, Rotterdam and Stockholm Conventions, the Minamata Convention and SAICM.

The Special Programme intends to support country-driven institutional strengthening at the national level, in the context of an integrated approach to address the sustainable financing of sound management of chemicals and wastes, taking into account:

  • National development strategies, plans and priorities of each country; and
  • Increase sustainable public institutional capacity for the sound management of chemicals and wastes throughout their life cycle.
Responsibilities
  • Participates in the application rounds of the Special Programme; undertakes qualitative analysis of the projects and technical review of the activities of the projects; develops and monitors the legal instruments with countries, identifies problems/issues and provides solutions.
  • Provides substantive support to Executive Board meetings and other relevant meetings, to include preparation of background documents and presentations, etc.
  • Researches, analyzes and presents information gathered from diverse sources related to the Special Programme.
  • Assists in the monitoring and evaluation of the Special Programme, including the review and analysis of past and ongoing application rounds, preparation of impact evaluation or equivalent studies, etc.
  • Undertakes outreach activities for the Special Programme; participates in the development of training workshops, outreach events, seminars, etc.; participates in and makes presentations on assigned topics/activities.
  • Collects and analyses data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as may be required.
Required education

Advanced university degree (Master's degree or equivalent) in environmental sciences, environmental management, economics or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Required working experience

A minimum of five (5) years of progressively responsible experience in the area of sustainable development with a minimum of two (2) years of experience at the international level related to sound management of chemicals and waste is required. Programme and project development experience is required. A minimum of two (2) years or more of experience in data analytics or related area is desirable.

Languages

Fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment of candidates

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
