Job summary

Global Roles in Geneva, Switzerland seeks a Programme Management Officer to develop, implement, and evaluate UNCTAD programmes. You will coordinate policy development, conduct research, organize outreach, and manage budget-related tasks for programme funding.

The role requires advanced degrees and extensive experience in project management, with emphasis on digital government projects and AI applications in public service design. Fluency in English and additional languages is desirable.

Qualifications

• Advanced university degree in public or business administration, law, economics or related field.
• A first-level degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
• A specialized degree in eGovernment would be desirable.
• A minimum of seven years of progressively responsible experience in project or programme management, administration or related area.
• A minimum of four years of experience in business facilitation is desirable.
• Experience in digital government projects and automation of administrative procedures is desirable.
• Experience applying AI in public service design is desirable.
• English is required.
• Either French or Arabic or Spanish or Russian or Chinese (Mandarin) is desirable.
• Languages: English, French, Arabic, Spanish, Russian, Chinese (Mandarin).

Responsibilities

• Develops, implements and evaluates assigned programmes/projects, monitors and analyzes development, reviews documents, identifies issues and initiates corrective actions.
• Plans and facilitates workshops and interactive sessions with clients to develop action plans for change.
• Researches, analyzes and presents information from diverse sources.
• Coordinates policy development, reviews issues and trends, and prepares evaluations or research activities.
• Prepares draft background papers, analysis, report sections and policy recommendations for governments.
• Organizes outreach activities; conducts trainings, seminars and presentations on topics/activities.
• Leads or participates in large field missions; provides guidance to external consultants and government officials.
• Coordinates budget-related activities: programme/project prep, progress reports, financial statements, pledging, work programme, and programme budget.
