Destinus is seeking a Requirements Manager to architect and govern the requirements management framework for complex munition development. You will ensure traceability from CONOPS to final certification, configuring Jama Connect to map system requirements to safety analyses and test records, while mentoring multidisciplinary teams in a NATO/S3 framework.

The Requirements Manager is the process and tooling architect behind our complex munition development projects. In this role, you do not write individual engineering requirements. Instead, you build, maintain, and govern the requirements management framework, tracing infrastructure, and workflows that directly feed into the formal S3 qualification and certification pipeline.

You will ensure that our Requirements Management (RM) toolset (Jama Connect) is custom-configured to map system requirements dynamically to the array of safety plans, risk analyses, component testing records, and formal reports required by Allied Ordnance Publications (AOP) and NATO Standardization Agreements (STANAGs). Furthermore, you will act as the organizational mentor, training multidisciplinary teams to ensure full digital traceability from the initial Concept of Operations (CONOPS) to the final In-Service Surveillance Test Plan.

Key Responsibilities
  1. 1. S3 Lifecycle Governance, Traceability, and V&V Mapping

    • End-to-End Traceability Architecture: Establish and govern a robust requirements database structure that enforces 100% bidirectional traceability throughout the entire munition qualification lifecycle.
    • Baseline and Safety Integration: Configure the Requirements Management (RM) tool to seamlessly integrate foundational system baselines (CONOPS, LCEP, SRD) and complex safety/hazard analyses (FHA, O&SHA, AOP-52, SAR), ensuring risk mitigations flow directly into verifiable design elements.
    • V&V Mapping & Verification: Oversee the configuration of Verification Cross-Reference Matrices (VCRM) tailored to ammunition specifications, cleanly mapping system requirements to both component-level safety tests (STANAG 4170, 4187, 4368) and platform-level trials (STANAG 4758, 4439, E3/HERO).
    • Audit-Ready Compliance: Ensure the requirements ecosystem dynamically populates and validates the comprehensive data points required for the final Munition Safety Data Package and formal S3 certification.
  2. 2. Tooling Administration & Defense Customization

    • Own, configure, and maintain the enterprise RM toolset (Jama Connect).
    • Design custom database schemas, attributes, and linking workflows specifically optimized for Whole Life Assessment (WLA), including links between initial development S3 data and In-Service Surveillance Test Plans (STANAG 4675 / STANAG 4629).
    • Implement strict data segregation, version control, and access control models aligned with military security classifications and export control regulations (ITAR/EAR).
  3. 3. Training, Enablement & Auditing

    • Develop and deliver continuous training programs for systems, software, hardware, and safety engineers on requirements engineering best practices within a NATO/S3 framework.
    • Coach the engineering team on how to write verifiable, non-ambiguous requirements that comply with strict explosive safety design principles.
    • Lead internal quality audits of the requirements database to guarantee total data integrity prior to formal milestone reviews, such as Systems Requirements Reviews (SRR), Preliminary Design Reviews (PDR), and Critical Design Reviews (CDR).
Military S3 & STANAG Background (Mandatory)
  • Experience: Minimum of 5+ years of experience in systems engineering environments, with a dedicated focus on requirements/process management for ammunition, missiles, rockets, or explosive weapon systems.
  • STANAG & AOP Framework Expertise: Authoritative knowledge of the NATO S3 framework (STANAG 4297) and its dependent standardization protocols:
Technical & Tooling Proficiencies
  • Advanced Tool Administration: Power-user or administrator-level mastery of Jama Connect. Experience deploying schemas across complex hardware/software systems is required.
  • Systems Engineering Methodology: Master-level understanding of the V-Model, Model-Based Systems Engineering (MBSE / SysML), Configuration Management, and Verification & Validation (V&V) methodologies.
  • Certifications: Professional certifications in Requirements Engineering (e.g., IREB CPRE) or Systems Engineering (e.g., INCOSE CSEP) are highly valued.
Leadership & Soft Skills
  • Pedagogical Capability: Proven track record of training and upskilling multidisciplinary engineering teams on complex processes and tooling interfaces.
  • Audit Resilience: Ability to confidently stand before national and international military certification authorities, defending the traceability and integrity of the requirements ecosystem during formal S3 audits.
