Job purpose: The Programme Officer (DTM) supports global Displacement Tracking Matrix (DTM) operations through country support, coordination with Regional Data Hubs, and targeted deployments. This role strengthens DTM methodologies and standards, enhancing engagement with internal and external partners, particularly governments and inter-agency initiatives focused on Data for Solutions to Internal Displacement. The incumbent will manage specific solutions initiatives led by the Global DTM Support team in collaboration with sector leads and IOM Regional and Country Offices, contributing to IOM's mission of addressing displacement and facilitating migration.

Responsibilities: Support global DTM operations through direct engagement with country missions, providing technical backstopping and operational guidance. Coordinate with Regional Data Hubs and country teams for coherent DTM activity implementation. Act as the focal person for data for solutions within DTM, supporting coordination across IOM programmes. Contribute to the development and roll-out of DTM methodologies, tools, and standards. Engage with internal and external stakeholders to strengthen coordination and partnerships. Support resource mobilization efforts through proposal development. Represent IOM at technical meetings and workshops. Assist in managing specific solutions initiatives and contribute to global reports on solutions to internal displacement.

Education: Master’s degree in Political or Social Sciences, International Relations, Statistics, Data Science, Information Management, or a related field with five years of relevant experience, OR a University degree in the same fields with seven years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database.

Work experience: Minimum of five years (or seven with a Bachelor's degree) of relevant professional experience in humanitarian operations, data/information management, or coordination. Experience supporting operations in humanitarian/development contexts, developing data collection methodologies, and working with UN agencies or international organizations is required. Field experience in complex environments is desirable.

Skills: Demonstrated knowledge of displacement, migration, and humanitarian data systems (e.g., DTM). Proven analytical skills with experience in data analysis tools. Strong coordination and communication skills for engaging diverse stakeholders. Proficiency in standard office software, with advanced Excel/data handling skills being an asset. Ability to work under pressure and manage multiple priorities.
