Public Services International (PSI) is a global union federation representing over 30 million public service workers. PSI seeks an HR leader to design and drive its global People Strategy, oversee HR operations, and lead talent development across locations worldwide.

The role requires a senior track record in strategy, policy rollout, and international stakeholder coordination, with fluency in English and French. Remote work options may be available as part of the global operations model.

Qualifikationen

  • College or university degree related with HR management, or equivalent experience.
  • At least 10 years' experience in a senior personnel management position within a membership-based organisation, trade unions, civil society or equivalent with demonstrated success.
  • Demonstrated experience with strategic planning at management level.
  • Experience developing and rolling out new HR policies in atypical organisations.
  • Demonstrated capacity to coordinate with different stakeholders (geographically remote), lead small teams and motivate staff.
  • Experience with information tools for staff management including HRIS.
  • Experience working in an international environment.

Aufgaben

Job Description
HR Strategy & Organisational Leadership
  • Develop and implement a global People Strategy that supports PSI's political priorities, organisational sustainability, and long-term workforce needs.
  • Act as a strategic advisor to the Senior Management Team (SMT) on people-related matters, organisational effectiveness, workforce planning, and talent management, and social dialogue including with union and staff representatives.
  • Lead organisational design and change management initiatives aimed at strengthening operational effectiveness, employee engagement, and organisational resilience.
  • Develop and implement that people policies, practices, and initiatives that are aligned with PSI's values, culture, and strategic objectives.
Global People Operations & Compliance
  • Oversee the delivery of global HR operations across all PSI locations, ensuring consistency, efficiency, and compliance with local employment legislation and organisational policies.
  • Lead and continuously improve people processes, including recruitment, onboarding, employee lifecycle management, contract administration, and offboarding.
  • Ensure legal and regulatory compliance across all regions and country offices, mitigating employment-related risks and maintaining best practice HR standards.
  • Manage global HR systems, records, reporting, and people analytics to support informed decision-making.
Talent Management & Employee Development
  • Lead global workforce planning and succession planning processes to ensure organisational continuity and future capability.
  • Develop and implement learning, leadership development, and career growth initiatives that strengthen organisational performance and employee engagement.
  • Oversee performance management processes, ensuring managers are equipped to support high performance and professional development.
  • Promote a culture of continuous learning, feedback, and accountability across the organisation.
Employee Relations, Wellbeing & Inclusion
  • Champion a diverse, equitable, inclusive, and psychologically safe workplace where all employees can thrive.
  • Lead initiatives related to employee wellbeing, health and safety, and duty of care across all PSI locations.
  • Provide expert guidance on complex employee relations matters, conflict resolution, and workplace investigations where required.
  • Foster positive social dialogue and constructive engagement with employee and union representatives.
HR Business Partnering
  • Serve as the global HR Business Partner for managers and staff across headquarters, regional offices, and country offices.
  • Support leaders in people management, team development, performance management, workforce planning, and employee engagement.
  • Coach and advise managers on leadership effectiveness, employee relations, talent development, and organisational change.
  • Enable managers to make effective people decisions through data-driven insights and practical HR guidance.
Compensation, Benefits & Workforce Planning
  • Lead the development and review of global compensation and benefits frameworks to ensure competitiveness, equity, and alignment with organisational objectives.
  • Support salary reviews, workforce planning, and negotiations relating to employment conditions and staff benefits.
  • Partner closely with the Finance team on headcount planning, people budgeting, workforce costs, and HR-related financial reporting.
  • Contribute to the development of sustainable people investment strategies that support organisational growth and effectiveness.

Supervision: The position will report to the Head of Global Operations.

Staff management: NIL

Internal Relationships: The position is supported by the Head Office HR Manager and works in close collaboration with the Senior Management Team, regional secretaries, and managers across the organisation.

The Successful Applicant
Education, knowledge and experience
  • College or university degree related with HR management, or equivalent experience
  • At least 10 years' experience in a senior personnel management position within a membership-based organisation, trade unions, civil society or equivalent with demonstrated success in developing procedures and implementing systems and tools to support the organisation
  • Demonstrated experience with strategic planning at management level
  • Experience developing and rolling out new HR policies in atypical organisations
  • Demonstrated capacity to coordinate with different stakeholders (geographically remote), lead small teams and motivate staff
  • Experience with information tools for staff management including HRIS
  • Experience working in an international environment
Skills and attributes
  • Excellent organisational and coordination skills including the ability to multi-task, respect deadlines and manage competing priorities in a complex environment
  • Significant experience in providing advice on complex employee relation issues
  • Strong problem-solving, creativity, change management and decision-making skills
  • Good judgment and political sensitivity
  • Ability to manage risk and operate in unfamiliar and ambiguous environments with limited resources
  • Strong team player, able to communicate with colleagues from diverse backgrounds

  • Understand the role and values of trade unions in an international context including PSI's political objectives
Languages
  • High level English and strong working French
  • Working Spanish desirable

  • Annual gross salary paid in 13 monthly instalments. Secondary benefits are based on PSI Policy, and subject to local conditions.
