Zusammenfassung

Office for Migration and Civil Law in Graubünden seeks a Project Manager IT and Organisational Development to drive the digital transformation of the office. You will lead strategic ICT initiatives and coordinate cross‑department projects to improve digital services and processes.

Reporting to senior management, you will develop digitalisation strategy, manage budgets, and liaise with internal and external partners while ensuring cost, schedule and quality targets are met.

Qualifikationen

• Education or further training in computer science, business informatics or a comparable field (e.g. digital business developer EFZ)
• Experience in managing ICT and digitalisation projects; further training such as CAS/MAS project management HERMES, IPMA or PMI is an advantage. In-depth knowledge of AI applications
• Quick comprehension, understanding of processes and interrelationships, organisational strengths and a structured way of working
• Problem-solving skills and analytical, interconnected thinking
• Flexibility, teamwork skills as well as a high degree of independence, initiative and quality awareness
• Good German language skills in spoken and written form
• Good knowledge of several cantonal languages is an advantage

Aufgaben

• In collaboration with the management as well as internal and external specialists, you are responsible for the strategic and operational development of the office's digital services, specialist applications and business processes.
• You develop the office's digitalisation strategy focusing on digital transformation, the further development of electronic data exchange with peripheral systems, as well as sustainable operational and organisational development.
• You supervise and lead selected IT and organisational projects from preliminary study through planning to implementation. In doing so, you analyse and visualise issues, develop concepts and decision-making bases, create work packages and prepare project plans. You ensure that project goals are achieved while adhering to cost, schedule and quality requirements.
• You analyse and optimise business processes with a focus on process analysis and process design. You support the specialist departments in redesigning and digitalising processes as well as in introducing new systems and organisational changes.
• Your responsibilities include the operational coordination of the areas affected by digitalisation, including participation in budget planning and monitoring, procurement, as well as performance and contract management. You ensure that digitalisation activities are provided in a needs-based, economical manner and in accordance with the office's strategic objectives.
• You act as the central contact person for ICT and digitalisation issues within the office and coordinate collaboration with internal and external service providers. You maintain regular communication with stakeholders, identify the need for action early and accompany the implementation of appropriate measures.
• You act as a mediator between our users, management and IT specialists. Targeted and effective communication with stakeholders, partner organisations and clients rounds off your varied range of tasks.
