POSITION BACKGROUND

Médecins Sans Frontières (MSF) provides medical assistance to people affected by conflict, epidemics, disasters, or exclusion from healthcare. The organization operates in diverse contexts worldwide, leveraging the expertise and experience of thousands of staff members both on-site in projects and at headquarters and operations centres. To harness this wide expertise, adapt to evolving medical knowledge, and improve organizational effectiveness, MSF engages in a continuous intersectional collaborative process.

Intersectional Medical Platforms are crucial for medical collaboration, with core functions including:

• CONNECTION OF PRACTICE: Connecting experts and medical practitioners across the movement to share expertise and maximize synergies;

• COMMUNICATION OF TECHNICAL GUIDANCE: Making sure that technical guidance is accessible for everyone (especially practitioners in the field), relevant and adapted to the operational reality where necessary;

• INTERSECTIONAL REPRESENTATION: Coordinating intersectional medical and technical recommendations for MSF staff to use in representation and advocacy.

Each Intersectional Core Platform has a platform leader. The platform leader is appointed from MSF’s existing medical staff relevant to the platform topic. In specific circumstances, the leader can be recruited externally if he or she cannot be identified within MSF existing technical staff.

The leader will: Ensure that the platform achieves its objectives and overall vision, particularly by coordinating and facilitating it, connecting with members, and encouraging their engagement and contribution.

3. PLACE IN THE ORGANIZATION

Functionally under the guidance of the medical director sponsor of the AMR Intersectional Platform and the International Medical Coordinator, hierarchically under the medical director of the OC.

Internal relations

• Medical Department members, IMC office, and particularly the Medical Director and the Medical Platform Leaders, through specific projects, medical advocacy, knowledge management and thematic forums.

• Interconnection, coordination and collaboration with the Diagnostic leader, microbiology, stewardship team, advocacy, research and innovation units working on AMR

• Learning and Development Unit, particularly the medical trainings coordinator

• MSF Access

• Counterparts in other departments regarding transversal projects

External relations

• AMR related stakeholders, including WHO, FIND, Global Fund, FAO, GARDP, ReAct, and others.

4. OBJECTIVES OF THE POSITION

Leadership

• Drive and update the agenda of the platform by making sure it remains relevant to the domain and useful to MSF practitioners and the populations we serve but also noticing issues and questions that arise and proposing ways to address them.

• Pay attention to the social dynamics of the platform, encouraging wider participation, delegating tasks, and addressing issues of power and politics.

• Build and steer the platform membership, including through a shared work plan and collaborative working atmosphere.

• Identify the value the platform is creating and ensure that it is captured and shared for learning, appreciation and accountability (including through annual reviews).

Communication and representation

• Make sure the platform communicates well with outsiders, including colleagues and institutional stakeholders.

• Act as a focal point for MSF (including Medical Directors and other internal stakeholders) or external entities.

• Liase with the DirMed representative, in particular with regards to challenges encountered and annual reviews.

• Ensure active listening to relevant and emerging program and operational needs

Organization

• Lead on organizing meetings and other activities, making sure that time is well used, and members of the platform are actively engaged.

• Lead the development of the mandate and the annual update.

• With the support of the platform support officer, keep the memory of the platform, including through minutes, summaries of insights, documents, FAQs and contact lists and make it accessible on Sharepoint.

PLATFORM OBJECTIVES

• To promote AMR as a strategic priority within medical operations as an integral part of quality-of-care delivery

• Support AMR OCs focal points and AMR platform members on the implementation of the AMR vision and strategic framework and its pillars

• To ensure adequate coordination of (direct) learning and development strategies and guarantee adequate capacity building on AMR.

• To frame the operational research agenda on AMR within MSF by working in close collaboration with the operational research platform

• To develop a strategy to address access issues on priority antimicrobials and diagnostic innovations for MSF with MSF Access

• To develop a guidance on monitoring the quality of AMR implementation in MSF projects

• To lead the development of the annual plan revision and annual priorities.

Qualifications and work experience

• Medical doctor, nurse or microbiologist with robust technical and operational experience in AMR.

• With MSF experience (field and HQ if possible);

• With strategic view, and experience in the development of policies and strategies.

Specific skills

• Fluent in English (French and/or Spanish would be an asset); Writing capacities;

• Mature with strong interpersonal, communication and organizational skills;

• Ability to represent MSF in relevant meetings;

• Ability to work and report independently;

• Ability to motivate and lead colleagues;

• Willingness to travel in Europe and to conference locations.
