Zusammenfassung

Jobup seeks a Head of Department Social Services Asylum in the Canton of Zug. You will assume overall responsibility for a central unit and shape the asylum and refugee sector in a politically demanding environment, starting 1 May 2027 or by arrangement.

In this senior role you will lead strategic and financial management, collaborate with authorities and partners, and drive organisational development while ensuring compliant, economical services for asylum seekers.

Qualifikationen

• Experience leading in a professionally demanding public sector environment.
• Strong understanding of social policy, legal and migration topics.
• Proven ability to engage with authorities, political bodies and stakeholders.
• Strategic thinking with proven implementation and change management skills.
• Excellent German language skills; additional languages are advantageous.

Aufgaben

• Overall responsibility for strategic, personnel, professional, financial and organisational management of the Social Services Asylum.
• Ensure legally compliant, professional, economical and impact-oriented service delivery in the asylum/refugee sector.
• Implement legal requirements and develop SDA offers and services.
• Monitor developments in asylum, migration, integration and social policy; derive actions.
• Prepare decision bases and reports for management and authorities.
• Maintain cooperation with municipalities, cantonal and federal authorities and partners.
• Represent SDA to political and professional stakeholders and join expert committees.
• Lead and develop the management team and foster a learning organisation.
• Oversee resource planning, budgeting and controlling financial conditions.
• Initiate and accompany organisational and change processes.

As Head of Department of Social Services Asylum, you assume overall responsibility for a central organisational unit of the Cantonal Social Office. In a politically and socially demanding environment, you ensure legally compliant, economical and impact-oriented service delivery and actively shape the further development of the asylum and refugee sector in the Canton of Zug.

Your tasks

• Overall responsibility for the strategic, personnel, professional, financial and organisational management of the Social Services Asylum
• Ensuring legally compliant, professionally sound, economical and impact-oriented service delivery in the asylum and refugee sector
• Responsibility for the implementation of legal requirements as well as the professional development of the offers and services of the SDA
• Monitoring and assessing developments in the areas of asylum, migration, integration and social policy and deriving appropriate measures
• Preparation of decision-making bases or reports for the management, political authorities and other decision-makers
• Maintaining and further developing cooperation with municipalities, cantonal and federal authorities as well as other partner organisations
• Representing the SDA vis-à-vis political and professional stakeholders and participating in relevant expert committees
• Leading and further developing the management team and promoting a high-performing and learning organisation
• Responsibility for resource planning, budgeting and controlling organisational and financial framework conditions
• Initiating and accompanying organisational and change processes

Your profile

• University or university of applied sciences degree (Master) in social sciences, law, public management, administrative sciences or a comparable field
• Several years of leadership experience in a professionally and organisationally demanding environment
• Sound knowledge of social policy, legal or societal issues as well as understanding of migration and integration policy topics
• Experience in the public sector, social services, migration field or in a comparable organisation with a public mandate
• Strong political acumen and experience in dealing with authorities, political bodies and various stakeholders
• Strategic thinking, communicative and implementation-strong leadership personality with high social competence
• High resilience, decisiveness and experience in organisational development and change processes
• Very good German skills; additional language skills are an advantage
