Halifax Regional Municipalityis inviting applications forapermanent position ofWorks Planning Technicianfor Infrastructure Maintenance and Operations, Public Works.

The Works Planning Technician, under the direction of the Works Controller, will be responsible for the intake and generation of work orders associated with demand and planned work activities for streets and roads, sidewalks, urban forestry and other assets in the right of way.The Works Planning Technician will work closely with Supervisors in the planning and scheduling of work activities, employing a preventative maintenance and asset management practice, to ensure that workload is balanced and that all work orders are settled to the appropriate cost code.

DUTIES AND RESPONSIBILITIES

  • Develop and maintain tools to track the Preventative Maintenance program in collaboration with Works Controller, Superintendent’s / Supervisors and Project Planning and Design;
  • Direct, coordinate and supervise the activities of staff engaged in preventative and demand maintenance, security and signage activities, in coordination with Supervisor and other managers;
  • Receive Service Requests and Work Orders, determine allocation of work, generate work orders and related documentation, initiate response and follow-up on work order status until complete;
  • Responsible for establishing initial work order priorities which involves schedule, planned and capital infrastructure maintenance;
  • Plan and coordinate workload for Infrastructure Maintenance and Operationsto meet service standards and performance objectives;
  • Settle all work-associated operational costs to the appropriate work order and cost center in SAP / CityWorks (i.e., labour costs, material costs, equipment costs, contractor costs and unit of work completed);
  • Assist in the development and prioritization of budget expenditures and reports for maintenance activities;
  • Maintain allocation of costs are recorded in CityWorks standing work orders;
  • Update and maintain all relevant spreadsheets to ensure asset condition ratings are maintained and updated;
  • Coordinate with HRM Project Planning and Design on capital project initiatives;
  • Provide event support for cases and projects located within the region;
  • Collect and analyze information to produce recommendations to provide business direction;
  • Maintain process documentation associated with service delivery;
  • Conduct property-based research, data compilation and analyses utilizing the Municipal Geographic Information System (GIS);
  • Create and maintain centralized repository of information on network drive;
  • Collaborate with Works Controller on the establishment of performance criteria, best practice data and service standards required to support Preventative Maintenance Practice and Asset Management Program;
  • Assists the Works Controller and Risk and Insurance in researching and responding to liability claims related to infrastructure and services;
  • Maintain Enterprise Asset Management / Asset Registry items and update as required;
  • Must be available to provide support during winter operations and other operational events as requirePerform other related duties as assigned.

QUALIFICATIONS

Education & Experience

  • Certificate or diploma, at the post-secondary level, ideally in Business Administration, or a related field;
  • Two years’ experience in a computerized office environment with proficiencies in current versions office software (Microsoft). Excellent keyboarding and spreadsheet skills;
  • Experience with SAP, HANSEN, CityWorks, HRM Asset Registry, Halifax Map Gallery and GIS;
  • Two years’ experience in database management and reporting, ideally with a computerized maintenance management system and / or computer aided facility management system;
  • Project planning and scheduling skills;
  • Education and experience associated with analytical thinking, problem solving and multi-tasking;
  • Comprehensive knowledge of Transportation and Public Works;
  • General knowledge of preventative maintenance and asset management practice and procedures;
  • General knowledge and some formal training in accounting preferred

Technical / Job Specific Knowledge and Abilities

  • Broad knowledge of PW or Infrastructure Maintenance and Operations’ departmental functions and procedures.
  • General knowledge of HRM departments and programs.
  • Thorough knowledge of the use of office equipment.
  • General knowledge of Municipal by-laws & regulations.
  • Competency with various software programs, (Windows 7, MS Outlook, MS Word, MS Excel, Hansen; CityWorks, ArcGIS competency would be considered an asset).
  • General knowledge of Halifax Map Gallery and various layers of information.
  • Ability to effectively manage customer concerns, complaints and compliments.
  • Ability to effectively organize and plan work.
  • Ability to effectively problem solve.
  • Ability to effectively research and provide information quickly & accurately.
  • Ability to communicate effectively, both orally and in writing.

HOURS OF WORK : Monday - Friday, 7 : 30am - 3 : 30pm; 35 hours per week. Overtime may be required.

SALARY : $37.22 per hour as per NSGEU Local 222 Collective Agreement, Level 7

WORK LOCATION : 3800 MacKintosh Street, Halifax NS. Work Location can be changed according to operational requirements.
